On the above date and time, Vermont State Police St. Johnsbury responded to a report of a domestic assault on Ely Road in Thetford Vermont. After investigation, probable cause was found that Theodore Garrison had committed the offense of domestic assault. On 05/23/25 at approximately 1845 hours, Troopers responded to a residence on US Route 302 in Wells River for another call for service for a separate disturbance. Garrison was located at the residence, placed under arrest for the above offense and processed at the St. Johnsbury Barracks. At the conclusion of processing, Garrison was lodged at NERCC in lieu of $1000 bail.

SUMMARY OF INCIDENT: On 05/23/2025, at approximately 11:02 PM, the Vermont State Police - Berlin Barracks received numerous 911 calls reporting a wrong way driver on Interstate 89 South near mile marker 53.6 in the Town of Montpelier, Vermont. Callers reported that the vehicle was traveling northbound in the southbound lanes. Troopers arrived on scene and stopped the vehicle. Investigation revealed that the operator, identified as 85-year-old Andrew Parker, was not impaired. Parker was arrested for Grossly Negligent Operation and transported to the Berlin Barracks for processing. He was later released with a criminal citation and is scheduled to appear in the Vermont Superior Court, Washington Unit, Criminal Division on 07/17/2025, at 8:30 AM to answer the above charge.

Troopers determined that Colby Martin was driving south on Interstate 91 S and failed to maintain his lane, resulting in his vehicle striking a tree and coming to rest on its roof. Colby was transported to DHMC for treatment. Troopers were assisted on scene by Upper Valley Ambulance and he Wells Rivers Fire Department. This crash remains under investigation.

On May 20, 2025, at approximately 0011 hours, Troopers from the Vermont State Police Rutland Barracks conducted a motor vehicle stop for an observed violation. The operator was identified as Kevin Williamson (36). Williamson was found to have a criminally suspended license. During the stop, Troopers also observed drug paraphernalia in plain view. The other occupants, George Guile (57) and Nicole Brouillard (37) consented to searches of their person. During a search of Guile’s person Troopers located a large quantity of suspected cocaine. The occupants were arrested and transported to the Rutland Barracks for processing. During the investigation, Brouillard provided Troopers with a false name.   Williamson was issued a criminal citation and released while Brouillard and Guile were lodged at Marble Valley Regional Correctional Facility on $10,000.00 bail.

SUMMARY OF CRASH:

 

On the above-mentioned date and time, the Vermont State Police along with the New York State Police were performing a joint cross border safety checkpoint and directed patrol on New York Route 346 and Vermont Route 346, respectively. New York State Troopers observed Starkey (44) approach a set checkpoint in New York and turned around. New York State Troopers attempted to initiate a traffic stop with a display of lights and siren, however Starkey failed to yield fleeing over the state border into Vermont.

Starkey traveling at a high rate of speed failed to navigate an intersection with due regard nor obey a yield sign, striking Gipp (64) at the intersection of Vermont Route 346 and North Pownal Road. The collision occurred in the presence of Vermont State Troopers, who observed that Starkey was attempting to flee the scene. Troopers detained Starkey, rendered aid on scene, and initiated an investigation. Vermont State Troopers discovered that Starkey was showing signs of alcohol impairment and had a criminally suspended license. Starkey was issued a citation to appear before the Vermont Superior Court – Bennington Division on June 30, 2025, at 0830 hours to answer for the charges of DUI refusal, gross negligent operation, driving with a criminally suspended license, and leaving the scene of the accident.

His presence and actions were also in violation of court orders to include an Abuse Prevention Order and Conditions of Release originating from a previous Violation of Abuse Prevention Order charge.

 

Weber turned himself in at the Vermont State Police St. Albans Barracks and was lodged at the Northwest State Correctional Facility.

On April 8, 2025, at approximately 1207 hours, Troopers from the Vermont State Police – Berlin Barracks received a report regarding a juvenile who had received inappropriate messages. Through subsequent investigation, it was determined that Austin Hoyt (28), had sent messages of a sexual nature to the juvenile via Snapchat. As a result of the investigation, Hoyt is scheduled appear in Vermont Superior Court – Washington County Criminal Division on May 29, 2025, at 0830 hours.

SUMMARY OF INCIDENT: On May 21, 2025 the Vermont State Police were made aware of a vandalism that occurred in the fields behind the Belvidere Community Center located on Rt 109 in Belvidere. At approximately 3:00 am on Sunday May 18, 2025, a dark colored pickup truck was caught on camera doing donuts on the fields behind the pavilion. A large amount of damage was done to the field. SUMMARY OF INCIDENT: On the above date and time, the Vermont State Police responded to a report of a domestic disturbance. Upon arrival, Troopers spoke with the victim and the accused. Subsequent investigation revealed that Stefan Boshkav (35) of Charlotte had committed the offense of Domestic Assault. Boshkav was taken into custody and later released on conditions. Boshkav was issued a citation to appear at the Vermont Superior Court, Chittenden County Criminal Division on 05/22/2025 at 0830 hours to answer for the charge of Domestic Assault.

SUMMARY OF INCIDENT:

On the above date and time, Vermont State Police received a 911 call from a residence on High Pond Road, in the Town of Brandon.  Thru investigation Troopers learned there had been a family fight and the assailants had left the scene prior to their arrival. Troopers located Eric Grenier (43) and Bobbie Sue Grenier (42) at the Burr Pond Fishing access in Sudbury and subsequently took them into custody.  Eric attempted to assault a Trooper during the interaction at Burr Pond.  Eric and Bobbie Sue were transported to the Rutland Barracks for processing. After processing, Eric was held at Marble Valley Correctional Facility for lack of $5,000 bail and Bobbie Sue was held at Marble Valley Correctional Facility for lack of $200 bail.  Castleton Police Department also assisted the Vermont State Police during the investigation.

After processing, Eric was held at Marble Valley Correctional Facility for lack of $5,000 bail and Bobbie was held at Marble Valley Correctional Facility for lack of $200 bail.
