On 06/11/25, the Vermont State Police, culminated that investigation by citing Wayne Lepage of North Troy for the offense of Child Luring.

SUMMARY OF INCIDENT:

On June 12, 2025, at approximately 0432 hours, Troopers from the Vermont State Police – Rutland Barracks were notified of a bus that had caught on fire on VT RT 103 in the Town of Mount Holly.

Through investigation it was learned the rear brakes had caught on fire which soon after caught the engine on fire. There were no passengers on the bus, and the operator was able to safely exit.

The Vermont State Police were assisted on scene by the Mount Holly Fire Department, who were able to quickly put the fire out and prevent it from spreading further.

SUMMARY OF INCIDENT:

On 06/11/2025 at approximately 1242 hours, the Vermont State Police received a call from April Robidoux (43) who advised Jason Metras (47) smashed the windows of her car and residence with an axe.

 

Troopers responded to the residence and investigations revealed Metras and a male later identified as Partick Debonville (30) of Wolcott, VT came to the residence in an attempt to retrieve property.  Metras and Debonville left the property but then shortly after returned again and began to threaten another resident, Jabez Bean (40) making Bean fear for his safety.  Debonville then pointed a firearm at John Bean (75), another resident of the property, and threatened him, demanding a firearm.  Metras, Debonville and another female then fled the residence in a white sedan after 911 was called by Robidoux. 

 

Orleans County Sheriffs Deputies later located the vehicle on VT Route 100 in the Town of Troy and conducted a motor vehicle stop with Troopers and officers from the Newport Police Department.  Investigations revealed Debonville was a convicted felon and was disqualified from possessing a firearm.   Later in the day, the firearm used by Debonville was located on the side of Loop Rd in Troy.  Both Metras and Debonville were placed under arrest and transported to the Vermont State Police Derby Barracks for processing.  Metras and Debonville were both held without bail and transported to Northern State Correctional Facility.

Troopers observed a minor motor vehicle violation, and a motor vehicle stop was initiated. Troopers spoke with the operator of the vehicle who was identified as Cheryl Kozuch (54) of Woodsville, NH. While speaking with Kozuch, indicators of impairment were detected. Kozuch was arrested for suspicion of DUI and transported to the St. Johnsbury Barracks for processing. Kozuch refused to comply with a search warrant during the investigation and was subsequently charged with DUI and obstruction of justice. Kozuch was issued a citation to appear in Caledonia County Superior Court - Criminal Division on 08/25/2025 at 0830 hours.

Concord Road and Carr Brook in Concord, Vermont. Upon arrival, Troopers located the vehicle overturned on its roof, off the roadway and down an embankment.
The operator, identified as Lauren Scott (36), declined medical attention and reported no injuries. During the course of the investigation, Troopers observed signs of impairment. Scott was screened for DUI, subsequently taken into custody, and transported to the St. Johnsbury Barracks for processing.
Scott was later released with a citation to appear in Essex County Criminal Court on June 30, 2025, at 0830 hours to answer to the charge of DUI.

SUMMARY OF INCIDENT:

The Vermont State Police has concluded investigations into two suspicious fires that occurred in 2024.

 

On 07/19/2024, the Wheelock Fire Department received a report of structure fire located at 31 Blakely Road in Wheelock, VT. The Wheelock Fire Department responded and observed an abandoned/unoccupied historic schoolhouse to be fully engulfed in flames. Fire suppression efforts were conducted. There were no injuries reported.

 

As part of Wheelock Fire Chief Shane Lanpher’s assessment of the fire, he contacted the Department of Public Safety Fire and Explosion Investigation Unit (FEIU) for assistance in determining the origin and cause of the fire.

 

FEIU members responded to Wheelock and conducted a scene examination. There was no power to the structure, and the structure had been vacant for many years. The cause of the fire was determined to have had direct human involvement.

 

On 09/18/2024, the Wheelock Fire Department received a report of structure fire located at 2558 Cold Hill Rd in Wheelock. The Wheelock Fire Department responded and observed a vacant single-family structure fully engulfed in flames. Fire suppression efforts were conducted. There were no injuries reported.

 

As part of Chief Lanpher’s assessment of the fire, he contacted FEIU for assistance in determining the origin and cause of the fire. FEIU members responded to Wheelock and conducted a scene examination.  The structure had been vacant for many years. The cause of the fire was determined to have had direct human involvement.

 

Through a lengthy investigation, the parties responsible for these two arson fires have been identified. Due to the age of the individuals involved, no additional information is available.
