On 04/03/2025 at approximately 0417 hours Troopers with the Vermont State Police – St. Albans Barracks, were investigating an unrelated incident when contact was made with Andrew Morris of Fairfield.

Morris was found to have two active warrants for his arrest. Morris was taken into custody for the warrants and transported to Northwest State Correctional Facility and he was held on $100 bail.

SUMMARY OF INCIDENT: On April 2nd, 2025, at approximately 10:47 pm, Vermont State Police received a report of a possibly intoxicated male driving in front of a residence near Main St, Cavendish, Windsor County, Vermont.

 

Vermont State Police located a male suspect operating a vehicle who was identified as Tristan M. Anderson, 20 of Chester, VT. Through investigation, Anderson acted in a disorderly manner and displayed indicators of impairment.

 

Anderson was arrested and transported to the State Police barracks in Westminster. He was processed and cited for the charges of DUI and Disorderly Conduct. He was later released to a sober adult.

On 02/14/2025 at approximately 1418 hours, the Vermont State Police received a complaint that Daniel Omand (32) of Brookline had filmed a sexual encounter and shared it without the victim’s consent. Further investigation revealed that Omand had committed that offense in the presence of a child and had placed a suspected tracker in the victim's vehicle. Omand was cited to appear in Vermont Superior Court – Windham Criminal Division on 04/03/2025 at 1230 hours to answer to the above charges. Omand was violated by Probation and parole and held at Southern State Correctional Facility with no bail in lieu of his probation violation.

SUMMARY OF INCIDENT:

Vermont State Police are investigating a vandalism that occurred at the Sheldon Elementary School located at 78 Poor Farm Rd. in Sheldon. Troopers received a report of this on April 2, 2025, and responded to the school. The vandalism consisted of a swastika drawn / carved into an exterior metal door of the building. This event is currently open and under investigation.

The Vermont State Police will inform the Attorney General's Office of this case as a possible hate crime under the Bias Incident Reporting System.

The vehicle appeared to be going well in excess of the posted 50 mile per hour speed limit. Radar indicated the vehicle was travelling 91 miles per hour.

 

A motor vehicle stop was conducted and the operator of the vehicle was identified as Todd M. Carbonaro. Carbonaro was subsequently issued a citation to appear in Vermont Superior Court Bennington Criminal Division on 05/19/2025 at 0830 hours for excessive speed. Carbonaro was also issued a Vermont Civil Violation Complaint for the speed violation.

On April 1, 2025 at approximately 0936 hours a Trooper with the Vermont State Police was conducting speed enforcement on Route 15 in the town of Underhill. A vehicle was observed travelling West on Route 15 passing multiple vehicles with blind corners ahead, at a speed well in excess of the posted 50 miles per hour. RADAR confirmed the speed at 92 miles per hour. A motor vehicle stop was conducted, and the operator was identified by his VT license as Garret Brigati (24) of Hyde Park, VT.

 

Brigati was issued a citation to appear at the Chittenden County Superior Court, Criminal Division to answer the charge of Negligent Operation & Excessive Speed. Brigati was also issued a Vermont Civil Violation Complaint for Title 23 VSA Section 1081(b), which carries a penalty of 2 points and a waiver amount of $627.

SUMMARY OF INCIDENT: On March 31st, 2025 at approximately 2128 hours a Trooper with VSP Williston was conducting speed enforcement on I-89 Northbound in the area of the Winooski River Bridge Safety Corridor.

During this patrol, a vehicle was observed travelling at 94mph in a clearly posted 55mph zone. This is 39mph in excess of the speed limit. A motor vehicle stop was conducted and the operator was identified as Mohammad Majnoon (age 34) of Rutland, VT.

As a result of the traffic violation, Majnoon was issued a criminal citation to appear before Chittenden County Superior Court at a later date and time to answer to the charge of Careless and Negligent Operation.

On the above date and time, Troopers with Vermont State Police responded to a report of an assault at a residence on US Route 4E in Rutland Town, Rutland County. Investigation into the assault revealed Jamir Fitzgerald (23) committed the crimes of First Degree Agg. Domestic Assault and Unlawful Restraint against a household or family member. Fitzgerald was arrested without incident and transported to the Rutland Barracks for processing. Fitzgerald was lodged at Marble Valley Correctional Facility and held without bail, issued Court ordered conditions of release, and a citation to appear in Vermont Superior Court Rutland Criminal Division on 04/01/2025 at 1230 hours.
