SUMMARY OF INCIDENT:

On Aug. 11, 2025, the Vermont State Police in Royalton was contacted by the Tunbridge Fire Department regarding a possible embezzlement within the volunteer department. Investigation by the state police including a review of department financial records revealed that during a 10-year period from 2014 through 2025, $186,000 had been embezzled from the department. VSP’s investigation identified the suspect in the embezzlement as Jacqueline Higgins, who was hired by the Tunbridge Fire Department as a bookkeeper in 1994. Discrepancies in financial records were found when an audit was started, and Higgins resigned as the bookkeeper.

 

On Wednesday, Nov. 5, 2025, Higgins was arrested and transported to the Berlin Barracks for processing. She was released with a citation to appear for arraignment at 8:30 a.m. Dec. 31, 2025, in the Criminal Division of Vermont Superior Court in Chelsea.

 

No further information is available at this time. The affidavit of probable cause will be filed with the court and made public following Higgins’ arraignment.

The Vermont Chief Medical Examiner’s Office has completed an autopsy on the individual whose body was recovered Oct. 7 in Wallingford. The autopsy confirmed the individual’s identity as Rodney Davis, 62, of Wallingford, and determined he died by suicide.

***Update No. 1, 6 p.m. Tuesday, Oct. 7, 2025***

As search efforts continued Tuesday, Oct. 7, 2025, for 62-year-old Rodney Davis of Wallingford, the Vermont State Police Search and Rescue Team located human remains in the woods at about 12:30 p.m. in the vicinity of Davis’ home on Nash Drive. Positive identification was unable to be made.

 

The body was recovered and will be transported to the Chief Medical Examiner’s Office in Burlington for an autopsy to confirm identity and determine the cause and manner of death.

 

This investigation remains active and ongoing, and no further information is available at this time.

 

 

***Initial news release, 9:50 p.m. Friday, Sept. 19, 2025***

On September 19, 2025, troopers from the Vermont State Police – Rutland Barracks were notified of a suspicious incident on Nash Dr in the Town of Wallingford, Vt.

 

Investigation into the incident indicated that Rodney Davis caused serious injury to a family or household member. When attempting to contact Davis, Troopers learned that he was in possession of a firearm and on foot in the forested area to the East of Nash Dr. in the Town of Wallingford.

 

Troopers responded to the area and established telephone communication with Davis, who spoke with police though refused to exit the woods. Contact with Davis ended as it is believed that his cellular phone lost power. Police were unable to reestablish communication with Davis and his current location is unknown. Davis is 5’11” and approximately 185 pounds, brown hair and blue eyes. His current attire is unknown.

Rutland Barracks/Robbery **Update**

Arrest Made in October Robbery Investigation – Killington, Vermont

 

 

KILLINGTON, VT – The Vermont State Police have made an arrest in connection with a robbery reported on October 23, 2025, at the Mountain Merchant Convenience Store in Killington.

 

On October 23, 2025, troopers with the Vermont State Police responded to the Mountain Merchant Convenience Store for a report of a robbery. Following an initial response and subsequent investigation, the Vermont State Police worked in cooperation with the Rutland Police Department to identify a suspect in the case.

 

As a result of the investigation, detectives with the Vermont State Police sought an arrest warrant for Jonathan Lucadamo 29, of Rutland, Vermont. The Rutland Superior Court later issued a warrant for Lucadamo on the charges of Petit Larceny and Retail Theft.

 

On November 5, 2025, members of the Rutland Police Department located and arrested Lucadamo in connection with the outstanding warrant. Lucadamo was taken into custody without incident and transported for arraignment in Rutland Superior Court – Criminal Division.

Troopers conducted a traffic stop, and an investigation revealed that Derrick Wooding (46) of East Hartford, Connecticut, Zakee Habeeb-Ullah (47) of East Hartford, Connecticut, Stephen Davidson (34) of Middletown, Connecticut, and Michael Hayes (63) of St. Johnsbury, Vermont were in possession of fentanyl and cocaine. Davidson was operating the stolen vehicle, and Wooding had failed to return the vehicle to a rental car company after being the authorized renter.

All parties were issued criminal citations for the above offenses and are scheduled to appear at the Vermont Superior Court, Windham Criminal Division on 11/05/2025 at 1230 hours. The subjects were ordered to be lodged at Southern State Correctional Facility prior to their Court appearance.

On November 5th, 2025, at approximately 0032 hours, a Trooper with the Vermont State Police Williston Barracks was conducting stationary RADAR speed enforcement along VT Rt 15 in Cambridge near Wells Farm Dr. A vehicle was observed traveling at a speed higher than the posted speed limit. RADAR was activated and registered a speed of 74mph in a posted 50mph zone, constituting a violation of Title 23 V.S.A. 1081(b), Basic Rule and Maximum Limits.

 

A traffic stop was initiated, and the operator was identified as Ashley Airoldi, 38, of St. Albans. Investigation revealed several indicators of impairment. Airoldi was screened and subsequently arrested for suspicion of DUI.

 

Airoldi was transported to the Morristown Police Department for processing. She was then released with a citation to appear in the Lamoille County Superior Court on December 29th, 2025, at 1230 hours, to answer to the charge of DUI Refusal.

Through investigation, troopers learned that Aaron Jones of Essex Town, intentionally removed merchandise from the store without paying for it and set off the alarm system in the store while leaving. When contacted by troopers, Jones initially provided a false name to police. Jones was later found to be in possession of the stolen merchandise, which was recovered and returned to the store. Jones was issued a criminal citation to appear at Vermont Superior Court – Rutland Criminal Division on February 23, 2026, at 10:00 AM.

SUMMARY OF CRASH:

On October 13, 2025, at approximately 0901 hours, Troopers from the Vermont State Police – Rutland Barracks were notified of a two-vehicle crash on VT RT 103, south of Roger Hill Road, in the Town of Wallingford.

Through investigation it was determined Operator #1 (Davis) was operating vehicle #1, traveling north on VT RT 103. Operator #2 (Machain) was operating vehicle #2, traveling south on VT RT 103. Operator #1 (Davis) failed to navigate the right curve and crossed the centerline into the southbound lane of travel. Vehicle #1 collided head on with vehicle #2. Operator #1 (Davis) sustained serious bodily injury as a result of the crash. Operator #1 (Davis) was transported to RRMC and then later transported to UVM Medical Center.

The Vermont State Police were assisted on scene by Wallingford Fire Department, Mt Holly Fire Department, Clarendon Fire Department, and Wallingford Rescue.

On the above date and time, Vermont State Police in Royalton and the Department for Children and Families went to a residence in Tunbridge regarding an investigation. While at the residence, Michael Taylor was found to have two active in-state arrest warrants for sexual assault out of Windsor County and disturbing the peace by phone out of Orange County. Taylor was arrested and transported to the Royalton Barracks for processing. He was then brought to the Windsor County Superior Court – Criminal Division.

On October 24th, 2025, the Vermont State Police - Bureau of Criminal Investigations was notified of a sex offense involving a minor.  Probable cause was developed to charge Peter Lown, age 40, of Bennington, VT, with the offenses of Sexual Exploitation of a Minor, Disseminating Indecent Material to a Minor, and Dispensing Cannabis to a Person Under 21 Years of Age.  On November 4th, 2025, Peter was issued a citation to appear in Vermont Superior Court - Bennington Criminal Division on December 1st, 2025, at 0830 hours.  Peter was released on his own recognizance.

SUMMARY OF CRASH: On the attached date and time, Vermont State Police responded to a single vehicle roll over crash on US Route 5 in Ryegate, VT. The operator Mathew White (20) of Ryegate, was transported by EMS for minor injuries. Investigation into the crash revealed, White had gone off the road and traveled approximately 150 feet before clipping a utility pole at which point the vehicle went airborne over Moore Lane. Upon landing on the other side of the Moore Lane, White's vehicle rolled two times and came to rest upside down in the roadside ditch. Later speaking with White it is believed that he fell asleep and his vehicle drifted off the roadway.

 

Vermont State Police were assisted by Ryegate Fire Department, Woodsville Ambulance and Ward's Wrecker Service.

SUMMARY OF INCIDENT:
On the above date and time, Troopers from the St. Johnsbury Barracks were on routine patrol in the town of Newbury, VT. Troopers observed a vehicle traveling at an extremely high rate of speed. Radar indicated the vehicle was traveling at 118 MPH in a posted 65 MPH zone. Troopers conducted a traffic stop on the vehicle. As Troopers spoke with Nolan, indicators of impairment were detected. Nolan was arrested for suspicion of DUI, excessive speed and negligent operation and transported to the Saint Johnsbury Barracks for processing. Nolan was later issued a citation to appear in Orange County Superior Court - Criminal Division and released.
