SUMMARY OF CRASH:

 

On 07/27/26 at approximately 2053 hours, Troopers from the Berlin Barracks were advised of a single vehicle crash located on Interstate 89 near exit 7 in the Town of Berlin. Upon arrival, Troopers identified the operator of Vehicle 1 as Joy Shannon (57) of Nashua, NH. The investigation showed that Vehicle 1 was traveling north on Interstate 89. While driving in the right lane a bear ran into the roadway from the right side of the Interstate. Shannon was unable to swerve and avoid a collision. Vehicle 1 came to a controlled rest in the breakdown lane on the right side of Interstate 89. Vehicle 1 was cleared from the roadway by Central Service Towing, and the roadway was cleared of all hazards.

On the above date and time, troopers from the St. Johnsbury barracks were notified of an individual vandalizing a vehicle at a residence on US Route 5 in Sutton. Troopers arrived on scene and met will all parties involved. Investigation revealed Stevens had vandalized Person’s vehicle and caused bodily injury to Welsh. Stevens was cited to appear in Caledonia County Superior Court Criminal Division on 08/31/2026 at 0830 hours for the charges and was released.

SUMMARY OF INCIDENT:

On the above date and time, the Vermont State Police received multiple reports that a man pointed a firearm and another man in the parking lot of McDonalds in Derby, VT.  Troopers responded and identified the two parties involved as Zachary Flemming (34) and Thomas Annis (21).  Investigations revealed Flemming displayed violent and tumultuous behavior towards Annis and Annis recklessly engaged in conduct which placed another person in danger.  Flemming was cited for Aggravated Disorderly Conduct, and Annis was cited for Reckless Endangerment.

On July 27^th, 2026 at approximately 1546 hours, Troopers from the New Haven - State Police Barracks were notified of a possible tractor trailer off the roadway in the Town of Orwell. Troopers responded to the scene and located the tractor trailer just off the roadway on VT Route 22, near the intersection of VT RT 73. Troopers determined the tractor trailer was unable to maintain its lane and exited the side of the road.

 

Troopers were assisted on scene by the Orwell Fire Department, and Mid State Towing and Recovery.

While responding to the scene, VSP was notified that the subject was shooting off rounds. VSP made contact with the individual who was identified as Daniel Mutchler of Granville. While being placed under arrest, Mutchler assaulted law enforcement and resisted. Mutchler was transported to the Vermont State Police - Royalton Barracks for processing and then to Southern State Correctional Facility, where he was held without bail.

Mackenzie was subsequently taken into custody without incident and transported to the New Haven State Police Barracks for processing. 

 

Mackenzie was ultimately held at Marble Valley Correctional Facility. He is ordered to appear in Vermont Superior Court, Addison County – Criminal Division on 07/27/2026 at 1230 hours to answer to the charge of 1st Degree Aggravated Domestic Assault.

SUMMARY OF INCIDENT:

 

On 7/25/2026 at approximately 1630 hours, Troopers responded to a report of drug use in a vehicle parked in the parking lot of the Stewart’s convenience store in the Town of Ferrisburgh. The operator was identified as Patricia Boutin (58) of New Haven, VT. While speaking with Boutin, Troopers detected indicators of impairment. Boutin was screened, placed under arrest, and transported to the Vergennes Police Department to complete a drug influence evaluation. Boutin was then transported to Porter Medical Center, where she provided an evidentiary blood sample. Boutin was ultimately released with a citation to appear in Addison County Superior Court, Criminal Division at a later date.

89 SB is completeley shut down in the area of mm 37.6, between Exits 5 and 4, in the town of Brookfield, for a motor vehicle accident involving a tractor trailer unit.

 

This incident is expected to last until further notice.  Specific details are not yet available and updates will be provided as appropriate.  

 

Motorists should expect heavy delays in the area, or seek alternate routes.  Please drive carefully.
