SUMMARY OF INCIDENT: On 09/05/2025 at approximately 2238 hours, Vermont State Trooper’s from the New Haven Barracks responded to a reported motor vehicle crash on US Route 7, in the town of Leicester. Troopers identified the operator as Carl E. Anderson (59) of Sudbury, VT. While speaking with Anderson Troopers observed several signs of impairment.

 

Investigation also revealed that Anderson was operating a motor vehicle with a criminally suspended license. Anderson was subsequently placed under arrest for suspicion of Driving Under the Influence and operating a motor vehicle with a criminally suspended license. Anderson was brought to the New Haven Barracks for processing. Anderson was subsequently issued a citation to appear in Addison County Superior Court Criminal Division on September 22, 2025, at 12:30 PM.

SUMMARY OF INCIDENT:

 

On September 05, 2025 at approximately 2250 hours, a Trooper with the Vermont State Police observed a vehicle traveling at a high rate of speed in the area of VT Route 109 and Burt Road in Waterville.  The vehicle’s speed was recorded to be 79 mph in the posted 35 mph zone which continued to operate in a negligent manner.  A motor vehicle stop was conducted and the operator was identified as Hunter Tallman (25) of Waterville.  While speaking with Tallman, Troopers detected indicators of impairment. 

 

Tallman was subsequently arrested for the suspicion of DUI and Negligent Operation and was transported to the Morrisville Police Department for processing.  At the conclusion of processing, Tallman was released with a citation to appear at the Lamoille County Superior Court on October 22, 2025 at 0830 hours to answer to the above charges.

 

Tallman was also issued a Vermont Civil Violation Complaint for Title 23 VSA 1003 – State Speed Zone which held a $655 wavier and 8 points.

Investigation revealed Gibbs-Emilo had placed a partner in fear of immediate serious bodily injury.  Gibbs-Emilo turned himself in at the New Haven Barracks on 09/05/2025 at approximately 2238 hours, where he was arrested and processed. Gibbs-Emilo was issued a citation to appear at Addison County Superior Court on 09/08/2025 at 12:30pm. He was then transported to Marble Valley Correctional Facility and lodged on $2,500 bail.

On 9/5/25, Kitchens came to the barracks and was cited into Caledonia County Court for 9/8/25 at 1230 hours.

SUMMARY OF INCIDENT: On 08/30/2025, at approximately 1233 hours, Vermont State Police – Westminster Barracks was contacted by concerned citizens that observed an individual abandon a cat in a pull off on VT-9, Marlboro (Windham County), Vermont. Troopers responded to the scene and discovered the cat was left without care in an enclosed crate without access to food or water. Subsequent investigation led to the arrest of Leonora M. Thomas, 58, of Northfield, New Hampshire. Ownership of the cat was relinquished, and the cat was placed in the care of the Windham County Humane Society. Thomas was issued a citation to appear in Vermont Superior Court, Windham County – Criminal Division on 10/28/2025 at 0830 hours to answer to the charge of Cruelty to Animal, a violation of Title 13 V.S.A. 352.

The accused in this case is identified as Domineaq Taylor, age 19, of Newbury, Vermont.  Taylor was arraigned on September 3rd in the Orange County Criminal Division and entered a plea of not guilty for the following charges:

At the conclusion of the investigation, the Vermont State Police developed probable cause to charge Juvenile 1 of Newbury, Vermont with Sexual Assault and Lewd and Lascivious Conduct with a Child.  Juvenile 1 was issued a citation at the Southern State Correctional Facility in Springfield, where he was being held for unrelated criminal charges.

The Vermont State Police is seeking assistance with locating a runaway juvenile, Elizabeth Souliere, who was last seen at the Lake Region Union High School in Barton, VT at approximately 1515 hours on 9/4/2025. She was observed getting into a dark colored sedan of unknown make, model, or registration. A photo is attached of both Elizabeth and the actual vehicle. She was described as having blonde hair, wearing a brown shirt, black leggings, white sneakers, and carrying a black backpack.

 

The Vermont State Police has been actively pursuing leads on Elizabeth’s whereabouts and is asking for the public’s assistance. VIOLATION: Violation of Conditions of Release, Unlawful Mischief, Third Degree Arson

 

ACCUSED: Kyle Shippee

CITY, STATE OF RESIDENCE: Brattleboro, Vermont

 

 

 

SUMMARY OF INCIDENT: On the above date and time, Vermont State Police received a report of a male who was reportedly in active violation of conditions of release at a residence in the town of Vernon, Windham County, Vermont. Troopers arrived on scene and met Kyle Shippee, 29, of Brattleboro, VT. Upon arrival, Troopers observed Shippee to have burned several household items in the backyard of the residence. Troopers subsequently arrested Shippee for the above violations.

 

Shippee was transported to the Vermont State Police Westminster Barracks, where he was processed and issued a citation. Shippee is scheduled to appear at the Vermont Superior Court, Windham Criminal Division on 9/5/2025 at 1230 hours. Shippee was lodged at Southern State Correctional Facility and was held on $500.00 cash or surety bond. Shippee was issued a new set of conditions by the Honorable Court.
