On September 30, 2026, at approximately 0120 hours, Trooper Maldonado was traveling south on I89 approaching exit 7.  Tpr. Maldonado informed me that while driving he struck a deer that was in the roadway. I responded to the scene and there was minor damage to the front of the cruiser and the deer was deceased on the side of the road. There were no injuries or hazards that resulted from this crash. The vehicle was operable and able to be driven away from the crash.

On the above date and time, Troopers from the Vermont State Police were conducting speed enforcement on Route 7 in the Town of Clarendon when they observed a motorcycle traveling 109 MPH in a posted 55 MPH zone. The vehicle was stopped without incident, and the operator was identified as Austin Rancourt (27) of Rutland City, VT. Rancourt was taken into custody and transported to the Vermont State Police Rutland Barracks for processing. Rancourt was issued a criminal citation to appear in Rutland County Superior Court – Criminal Division on November 16, 2026, at 10:00 am to answer to the above charge. Rancourt received a civil ticket that could potentially carry a penalty of $793 fine and eight points.

SUMMARY OF CRASH:

On September 29, 2026, at approximately 2111 hours, Troopers from the Vermont State Police Berlin Barracks responded to an injury crash involving two motor vehicles. The investigation is still on-going. There are no further details at this time. Markstrom was transported by ambulance to University of Vermont Medical Center for treatment of serious injuries.

 

This crash occurred on VT Route 100 near the Kingsbury Bridge Greenway Trail access, between Airport Road and Sugarbush Access Road.  Vermont State Police were assisted by Mad River Valley Ambulance and the Warren and Waitsfield Fire Departments. The roadway was closed for approximately two hours. Initial investigation indicated that Vehicle 1 crossed the center line into oncoming traffic and collided with Vehicle 2. The operator of Vehicle 1 is receiving treatment for serious injuries at University of Vermont Medical Center.

Liberty is approximately 6 feet tall and weighs about 275 pounds. He has brown hair and brown eyes and was last seen wearing a new pair of red sneakers. A photograph of Liberty is attached to this press release.
Liberty's disappearance is not considered suspicious; however, there are concerns for his welfare.

At the above date and time, Troopers responded to a two-vehicle motor vehicle crash on VT Route 7A near Buck Hill Road in Shaftsbury. Through investigation, it was determined that vehicle #1 (Cullinane) failed to stop in time upon approaching vehicle #2 (Greenhalgh), which was stopped in traffic. Vehicle #1 struck the rear bumper of vehicle #2, causing significant damage to the front bumper and hood of vehicle #1, as well as moderate damage to the rear bumper of vehicle #2. Neither operator suffered any injuries.

SUMMARY OF INCIDENT:

 

On September 29, 2026, at approximately 1045 hours Troopers from the Rutland Barracks were notified of a stolen vehicle from Pro Cycle on Route 103 in Clarendon, VT. The victim Matthew Esslinger reported his vehicle was stolen during the previous night. A Be on the Lookout (BOL) was aired to all local Rutland law enforcement agencies, and the vehicle was observed in downtown Rutland City where officers with the Rutland City Police Department conducted a traffic stop with the stolen vehicle on Cottage Street. Troopers responded to the traffic stop. Christopher Herring was found to be the operator at the time of the traffic stop and was operating the vehicle without permission to do so. Further investigation revealed Herring initially went into the vehicle during the day on September 28, 2026, and stole the key fob and then returned during nighttime hours and stole the vehicle. Herring was also found to be in possession of burglar’s tools. Herring was taken into custody for the multiple offenses and transported to the Vermont State Police Rutland Barracks for processing. Herring was held at Marble Valley Regional Correctional Facility on $20,000 bail and cited to appear in Rutland County Criminal Court on 09/30/2026 at 1230 hours.

 

The three passengers were identified as Joseph Tardif, Melissa Godette, and Jessica Taylor. All three were found to be in possession of stolen property felony amount, taken into custody, and transported to the Vermont State Police Rutland Barracks for processing. All three passengers were cited and released to appear in Rutland County Criminal Court on 12/07/2026 at 1000 hours.

Doppler radar confirmed the speed of the vehicle to be 91 MPH, a speed of 41 MPH over the posted speed limit. A motor vehicle stop was conducted, and the driver was identified as Aaron Howard (30) of Fairfax, VT. Howard was issued a criminal citation to appear before the Franklin County Superior Court Criminal Division to answer the charge of excessive speed. He was also issued two tickets totaling $718.00.

On September 29th, 2026, at 1730 hours, Troopers from the Westminster State Police Barracks responded to the report of a single vehicle crash on I-91 N MM17, in the town of Putney, Windham County, Vermont. After speaking with the operator, Anne Marie Muscari, (39) of Putney, Vermont, Troopers detected signs of impairment. Muscari was subsequently arrested and transported to the Westminster Barracks for processing. Muscari was processed and cited to appear in the Vermont Superior Court – Windham Criminal Division on October 20th, 2026, at 0830 hours to answer to the charge of Driving Under the Influence.

Through the investigative work of the Agency of Natural Resources and with the assistance of members of the public and the media, the individual involved has been identified. Investigation revealed the individual had good intentions and was attempting to clean up the privately owned wooded area along the edge of the rail trail, however, in so doing was creating hazardous conditions for trail users and a significant financial burden to the Vermont Agency of Transportation related to the final removal of the waste.

 

The individual was instructed to cease his cleanup efforts and instructed to coordinate with local town governments and private property owners to safely continue his work.

 

Further inquiries related to this matter should be directed to the Agency of Natural Resources.

SUMMARY OF INCIDENT: The Vermont State Police and Vermont Department of Environmental Conservation are investigating after VTrans personnel discovered a large quantity of trash, scrap metal and other waste/rubbish located along the Missisquoi Valley Rail Trail in the town of Sheldon, adjacent to Sweet Hollow Road. The majority of the waste appears to have come from adjoining properties and was placed along the edge of the rail trail. Along with substantial cleanup costs, the unsightly waste poses safety and environmental concerns.

 

Anyone with information is asked to contact the State Police or Agency of Natural Resources.
