The posted speed in that area is 35 mph. A traffic stop was conducted, and the operator of the vehicle was identified as Kevin Boutin (71) of Fairfax, VT. Boutin was cited for Excessive Speed and ordered to appear in Vermont Superior Court – Lamoille Criminal Division, on November 4th, 2026, at 1230 hours. Additionally, Boutin was issued a Vermont Civil Violation Complaint carrying a waiver amount of $544.00 and 8 points.

Vehicle 1, operated by Harold Bigelow, was entering the intersection traveling west, while vehicle 2 was traveling south on West Enosburg Rd. (VT 108). The crash occurred in the southbound lane of West Enosburg Rd.  Operator 2, Bryce, was transported to Northwest Medical Center for minor injuries. Both vehicles were towed from the scene.

Troopers observed a motor vehicle that had trash actively falling out of its bed onto the Interstate and subsequently initiated a traffic stop. A passenger was identified as Dylan Foskett who was found to have an active in-state warrant for his arrest. The operator of vehicle, Foskett, and Vermont State Police Troopers conducted trash pickup on the Interstate. Afterwards, Foskett was placed under arrest and transported to the St. Johnsbury Barracks for processing. Foskett was ultimately lodged at NECC on lack of $100 bail.

              On the above listed date and time, the Vermont State Police, Vermont Highway Patrol and Newport Police Department, responded to the area of Main Street in the Town of Derby, for a reported domestic disturbance.  Through investigation it was revealed the accused, Steven Sheltra (53), had recklessly attempted to cause serious bodily injury to household members.  Sheltra was located on scene, operating a motor vehicle and indicators of impairment were detected by troopers.  Sheltra was arrested on scene and transported to the Derby Barracks for processing.  Sheltra was held at Northern State Correctional Facility on $1,500 bail and issued a citation to appear in Orleans County Criminal Court for 10/1/26 at 12:30 PM.

In late-September 2026, Vermont State Police received reports that 41-year-old Joshua Brackett of Waitsfield, VT had violated his active conditions of release while incarcerated at Northeastern Correctional Complex in St. Johnsbury, VT. Brackett was being held at Northeastern Correctional Complex without bail stemming from a September 6, 2026, shooting incident that occurred in Barre Town, VT.
Investigation confirmed that Brackett had two active sets of Court-ordered conditions of release, one stemming from the shooting incident on September 6th, and the other stemming from a separate criminal incident in March of 2026.
Brackett was found to have violated both active sets of conditions of release by contacting (both electronically and via mail) a person he was prohibited from communicating with. He was issued a criminal citation at the Northeastern Correctional Complex and ordered to appear in Washington County Superior Court on October 15, 2026, to answer to the charge of Violation of Conditions of Release.

On September 30, 2026, at approximately 2002 hours, Vermont State Police received a report of a vehicle operating erratically on I-89 northbound near mile marker 85 in the Town of South Burlington. Additional reports indicated that the vehicle had struck a guardrail and continued traveling.

 

Troopers responded to the area and located the described vehicle parked at a gas station on Shelburne Road. The operator was identified as Shania Plante (29) of Morristown.

 

While speaking with Plante, Troopers observed multiple indicators of impairment. Plante subsequently became disorderly and was placed under arrest on suspicion of Driving Under the Influence. Plante was transported to the Williston Barracks for processing.

 

Plante was later issued a citation to appear at the Chittenden County Superior Court on October 22, 2026, at 0830 hours, to answer to charges of DUI Refusal, Resisting Arrest, Assault on Law Enforcement, Disorderly Conduct, and Assault on a Protected Professional.

SUMMARY OF CRASH:

 

On September 30th, 2026, at 1614 hours, Vermont State Police, Marlboro Fire Department, Dartmouth Hitchcock Advanced Response Team (DHART), and Rescue Inc. responded to a reported three motor vehicle collision with injuries located on Vermont Route 9 near the intersection of Staver Rd. in Town of Marlboro, Windham County, Vermont. Investigation revealed that vehicle 1 was traveling westbound on VT Route 9 near Staver Road. Vehicle 1 then crossed the center line, entered the eastbound lane of VT Route 9, and struck vehicles 2 and 3, who were traveling eastbound. Operator 1 sustained serious bodily injures and was airlifted to DHMC via DHART. Operator 2 did not sustain any injuries. Operator 3 sustained minor injuries and was transported to BMH. SUMMARY OF CRASH:

On September 30, 2026, at approximately 0120 hours, Trooper Maldonado was traveling south on I89 approaching exit 7.  Tpr. Maldonado informed me that while driving he struck a deer that was in the roadway. I responded to the scene and there was minor damage to the front of the cruiser and the deer was deceased on the side of the road. There were no injuries or hazards that resulted from this crash. The vehicle was operable and able to be driven away from the crash.

Through investigation, it was determined that Skylar Ryan Kinney (24) of Pownal, VT, supplied cannabis and alcohol to a person under 21 years of age on several occasions. Kinney was issued a citation and ordered to appear at Vermont Superior Court - Bennington Criminal Division on November 23, 2026, at 0830 hours.
