The posted speed limit in that area is 55 mph. Troopers observed a vehicle traveling in excess of the speed limit, with RADAR confirming the vehicle’s speed at 101 mph. The vehicle was stopped without incident, and the operator was identified as Leonard Swerdlof (36). Swerdlof was issued a criminal citation to appear in Bennington County Superior Court – Criminal Division on 04/13/26 at 0830 hours to answer to the above charges.

Montpelier Police Department located the individual, who was identified as 42-year-old Cormick Cantwell. The investigation led troopers to arrest Cantwell for suspicion of VCOR x 34, Criminal Threatening x 3 , Disorderly Conduct by means of electronic communications x 28. Probable Cause established that Cantwell had placed approximately 28 calls over 3 days to the State Police’s dispatch center, tying up valuable resources. Montpelier PD Officers and VSP Berlin Troopers subsequently placed Cantwell under arrest for the above charges. He was transported to the Berlin Barracks for processing. He was later held on $1,000 bail, transported to the Northeast Correctional Complex, and issued a citation to appear in Vermont Superior Court, Washington Criminal Division on 03/02/2026 at 1230 hours.

SUMMARY OF CRASH:

 

 

On February 28, 2026, at approximately 0942 hours, Vermont State Police responded to a reported two-vehicle crash on US Route 2 West near 912 US Route 2 in Danville, Vermont.

 

Investigation revealed both vehicles were traveling westbound on US Route 2. Vehicle #2 was preparing to make a left turn into a private driveway. Vehicle #1 was traveling behind Vehicle #2. As Vehicle #2 began its turning maneuver, Vehicle #1 was unable to stop in time. Vehicle #1 then attempted a passing maneuver, resulting in a sideswipe-type collision between the two vehicles.

 

Vehicle #1 sustained moderate passengers side damage and Vehicle #2 sustained moderate drivers side damage. It should be noted that vehicle #2 is property of the Caledonia County Sheriff's Office. Both vehicles were towed from the scene. There were no resulting injuries.

On 02/28/2026 at approximately 0846 hours, Troopers responded to a two-vehicle crash at the intersection of Vermont Route 116 South and VT Route 17 East in the Town of Bristol. The investigation revealed that V#2 was traveling eastbound on VT RT 17. V#2 was traveling at a reasonable speed and subsequently made a complete stop at a posted stop sign before entering a four-way intersection.  At that time, V#1 was traveling northbound on VT RT 116 South and failed to stop at a posted stop sign before entering the four-way intersection. V#1 passed in front of V#2, and V#2 struck the driver's side of V#1 in the intersection.

All occupants were evaluated on scene, and Op#1 was transported to Porter Hospital for suspected minor injuries. Op#2, a passenger from V#2 and a passenger from V#1 were not injured. Troopers were assisted on scene by the Bristol Rescue Squad, Bristol Fire Department, Snow and Tow Services, and CDR towing.

On the above date and time, Troopers responded to the area of the intersection of US RT 7 and Trail 17 in New Haven for a report of a snowmobile versus truck crash. During the investigation, Troopers determined that Cousino was traveling west on Trail # 17 on a 2004 Arctic Cat F7. Boutin was traveling north on US RT 7, in a 2022 Ford F-350. Investigation revealed Cousino failed to stop at the trail end to cross US RT 7, subsequently striking the side of Boutin’s truck.

 

Cousino was transported to University of Vermont Medical Center for suspected moderate injuries.

The vehicle was reportedly driving south in the north bound lanes. Troopers located and stopped the vehicle shortly afterward. An investigation determined the vehicle had traveled from mile marker 146 in Wheelock to mile marker 136.2 in Saint Johnsbury. Troopers identified the operator as Spencer Howe. While speaking with Howe, several indicators of impairment were detected. Howe was arrested without incident and transported to the Saint Johnsbury Barracks for processing. He was later issued a citation to appear in Caledonia County Superior Court Criminal Division and released.

SUMMARY OF CRASH:

 

On February 25, 2026, at approximately 0851 hours, Troopers from the St. Johnsbury Barracks responded to a reported two vehicle crash on Interstate 91 S MM82.4. Initial reports were that a truck struck a State of Vermont Agency of Transportation plow truck.

 

Troopers arrived in scene and determined a 2017 International Plow Truck was plowing snow in the passing lane when a 2009 Ford F150 rear ended it. The operator, Ronin Moulton, suffered serious injuries and was transported to Dartmouth Hitchcock Medical Center for treatment. The plow truck was operated by AOT member Angela Pero and Cameron Jarvis from AOT was the passenger. Pero and Jarvis were evaluated by EMS roadside. A third vehicle exited the roadway to avoid the collision but suffered no damage.

 

Troopers also issued a VCVC to a passing motorist who was recording the crash scene on their phone while passing the scene. Motorists are reminded to slow down and to not use portable electronic devices when approaching stopped emergency vehicles.

 

Troopers were assisted at the scene by members of the Thetford Fire Department, Upper Valley Ambulance and the Vermont Agency of Transportation.

 

This crash remains under investigation. An updated press release will be issued at a later time.

 

***UPDATE***

On February 27, 2026, Troopers met with Moulton and issued him a criminal citation to appear in Orange County Criminal Court to answer to the charge of DUI#1 and Negligent Operation. Moulton was also issued a VCVC for not having liability insurance. Additional paperwork was also issued for offenses related to underage drinking. Moulton will appear on April 29, 2026, at 0830 hours to answer to the charges.
