Louis was taken into custody and transported to the Vermont State Police Barracks for processing. Louis was released on a citation.

On April 19, 2025, at approximately 0120 hours, the Vermont State Police attempted to conduct a traffic stop after multiple observed motor vehicle violations on US Route 7 near the intersection with Stage Road in the Town of Ferrisburgh. The operator failed to stop and continued to travel north on US Route 7. Troopers discontinued their attempt to stop the vehicle.

 

Through investigation, Troopers identified the operator as Isaac L. Fleming (45) of Vergennes, Vermont. Further investigation revealed Fleming’s Vermont driver’s license was criminally suspended. Troopers located Fleming on April 29, 2025, where he was cited to appear in Addison County Superior Court, Criminal Division on June 16, 2025, at 1230 hours.

SUMMARY OF INCIDENT:

During Search and Rescue Team training on Wednesday afternoon, April 30, 2025, near Lake Willoughby in Westmore, members of the Vermont State Police located a body believed to be that of missing hiker Sue Mi Ko, 51, of Craftsbury. Crews recovered her body several hundred yards from the Mount Pisgah trailhead.

 

An autopsy will be conducted at the Chief Medical Examiner's Office in Burlington to determine the cause and manner of death. There continue to be no indications that this incident is suspicious.

***Initial news release, 6:50 p.m. Friday, Jan. 10, 2025***

The Vermont State Police is investigating a missing-persons case involving an overdue hiker in Westmore.

 

VSP was notified on Thursday evening, Jan. 9, 2025, that Sue Mi Ko, 51, of Craftsbury was overdue in the vicinity of the Mount Pisgah trailhead. The state police is looking for information from anyone who has hiked the area in the past week and might have seen Mi Ko. Photographs of her are attached to this release.

 

There are no indications at this time that this incident is suspicious.

The operator reportedly went off the road, caused property damage and then left the area in another vehicle. After a thorough investigation, the operator was located and identified as Dylan Tuthill. Tuthill was cited to appear in the Lamoille County Criminal Division to answer to the above charge.

The vehicle that caused the damage had fled the scene. The vehicle and operator were subsequently located in Dover, Vermont. The operator was identified as Bay Van Nguyen, 49, of Lowell, Massachusetts. As a result of the investigation, Nguyen was issued a citation for Leaving the Scene of an Accident – Duty to Stop, and False Reports to Law Enforcement Authorities. Nguyen is ordered to appear in Vermont Superior Court – Windham County, Criminal Division on 06/17/2025 at 0830 hours to answer to the aforementioned charges. The Vermont State Police were assisted in this investigation by the Dover Police Department and Vermont Department of Motor Vehicles – Enforcement & Safety Divison.

On the above-mentioned date and time, the Vermont State Police received a report of a runaway juvenile. It was reported that Kiara Cookson (16) left her residence located in Calais, VT on 4/29/25, at approximately 2000 hours. Kiara told family members that she would return later that evening. As of 0430 hours on 4/30/25, Kiara has not returned home and contact with Kiara has been unsuccessful.

 

Kiara is described as a 16-year-old female, 5’9” with shoulder length brown hair, approximately 200lbs, and hazel eyes. Kiara was last seen wearing black shorts, black t-shirt, Berkenstock sandals and white Nike socks. Kiara is reportedly with a male juvenile and operating a black 2015 Mitsubishi Outlander with unknown Vermont temporary registration. A photo of Kiara is attached to this press release.

 

Vermont State Police would like to remind the public it is a criminal violation to knowingly harbor a runaway juvenile.
