On 03/31/2024 at 1907 hours, VSP Berlin responded to the China Fun restaurant on Main St in Waitsfield for an unruly and intoxicated customer. Upon arrival Troopers observed the person of interest, Jason McCurry, leaving the scene and driving erratically. Troopers attempted a traffic stop and McCurry did not yield to the emergency lights, and he continued to drive away in a gross negligent manner almost colliding with oncoming traffic. Troopers discontinued the attempts to stop it and the vehicle eventually came to a stop further south on VT RT 100. McCurry was taken into custody, and he showed signs of impairment and was processed for DUI at the Berlin Barracks.

The operator of the vehicle was identified as Kenneth Carter (58) of Hartland, VT. Carter was found to be operating with a criminally suspended license, had court ordered conditions of release not to operate a vehicle without a valid license, and an in-state arrest warrant stemming from an arrest for operating with a criminally suspended license. Carter was taken into custody without incident and transported to Hartford Police Department for processing. Carter was released with citations to appear in Vermont Superior Court Windsor Criminal Division on 04/01/24 at 1230 hours for his warrant and 05/21/24 at 0800 hours for the remaining charges.

SUMMARY OF INCIDENT:

On the above date and time, Troopers from the Vermont State Police – St. Johnsbury Barracks received reports of a male at Northeastern Vermont Regional Hospital (NVRH) located at 1315 Hospital Drive, St. Johnsbury, VT, destroying property, assaulting staff, and wielding a chainsaw. Troopers arrived on scene within minutes and located the male, later identified as Tyler Roy (27) of Hardwick, in the parking lot actively assaulting staff. Troopers confronted and subsequently apprehended Troy, taking him into custody. Troy remained at NVRH pending further medical evaluations before being cited to appear in Caledonia County Superior Court on Monday, 5/6/24, at 0830 hours.

 

Troopers were assisted on scene by members of the St. Johnsbury Police Department, Caledonia County Sheriff’s Department, CALEX Ambulance Crew, and NVRH staff.

SUMMARY OF INCIDENT: On March 30, 2024, Vermont State Police Rutland Barracks were notified of a road rage incident with a firearm involved on Vt Rt 22a in West Haven, Vermont.

 

Through investigation it was determined Knipes was traveling south on Vt Rt 22a when Merrill and Cushing, who were in the vehicle behind Knipes tried to pass her. Knipes would then block Merrill, not allowing him to get by. Knipes then pulled out a firearm and displayed it in a threatening manner to Merrill and Cushing.

 

On March 31, 2024, Troopers interviewed Knipes and ultimately issued a citation to appear at the Rutland Criminal Division at 1000 hours on May 6, 2024, to answer the charge of Criminal Threatening (Title 13 VSA 1702)

LIDAR was activated and confirmed the speed at 95 miles per hour. A motor vehicle stop was conducted, and the operator was identified by his New Hampshire license as Matthew St. Lawrence. SUMMARY OF INCIDENT:

On 3/29/2024, VSP Derby Troopers began investigating allegations of conditions of release violations by Ryan Powers.  The subsequent investigation revealed that on multiple occasions Powers caused serious bodily injury to another person, violated several active conditions of release by engaging in violent, threatening behavior, and violated conditions of release related to contact and residence.

 

On 3/30/2024, Power was located at a residence on Railroad St in Island Pond (Brighton) and at approximately 1600 hours, due to the nature of the allegations, State Police Special Operations units responded to assist with the arrest.  Powers was shortly thereafter taken into custody safely and without incident, and transported to the VSP Derby Barracks where he was processed and ordered held without bail by the Honorable Court.

 

This incident caused a brief traffic delay on VT-114 (Railroad St).  Troopers were also assisted on scene by members of the Essex County Sheriff’s Department.

During the investigation, it was discovered that Garrant provided alcohol to a minor who was in the vehicle. 

Garrant was placed under arrest and transported to the Vermont State Police – Royalton Barracks for processing. He was held at the Southern State Correctional Facility on an INCAP and given a citation to appear in court on 04/09/2024 at 0800 hours.

SUMMARY OF CRASH:

Vermont State Police responded to a single motor vehicle crash on Maple Hill Rd near May Farm Rd in the Town of Barton. The operator of the vehicle identified as Kavan Bradley, who advised he was traveling south on Maple Hill Rd at approximately 40-45 MPH in a 50 MPH zone when he lost control of his vehicle, left the roadway, and struck a telephone pole off the east side of the roadway. Orleans Fire and EMS assisted with the crash. The vehicle was towed by Wrights Towing due to damage. The operator was issued a written warning: Vermont Civil Violation Complaint, Driving On Roadways Laned For Traffic, T23 VSA 1038.

After further investigation, Driscoll was placed under arrest and transported to the Lamoille County Sheriff's Office for further processing. VSP responded to the area to investigate, coordinate with school staff, interview people in this immediate area during this time and review surveillance footage. There was no evidence collected to support this initial report.
