SUMMARY OF INCIDENT: On 10/10/2026, at approximately 1054 hours, Troopers with Vermont State Police were monitoring traffic on Interstate 89 near Mile Marker 49 in the Town of Berlin, VT. Troopers observed a vehicle traveling in excess of the speed limit and operating in a negligent and unsafe manner. The operator was seen passing vehicles unsafely in the right lane at a high rate of speed, before returning to the left lane and continuing at speeds above 90 mph. Troopers observed the vehicle traveling at 95 mph. The vehicle was stopped and the operator was identified as Clinton Luu (45) of Quincy, MA. Luu was arrested and transported to the Berlin Barracks for processing and was later released with a citation to appear in Vermont Superior Court, Washington Criminal Division on 11/12/2026 at 0830 hours to answer to the charge of excessive speed. Additionally, Luu was issued a Vermont Civil Violation Complaint carrying a waiver amount of $323 and 2 points.
