SUMMARY OF INCIDENT: At the above date and time, the Vermont State Police - Royalton Barracks, received a 911 call reporting a single motor vehicle crash on Interstate 89 northbound, MM 6, Hartford VT. The caller reported to have witnessed erratic operation before the crash. Troopers and EMS responded and identified the operator as Mark Moyer (65). Investigation revealed that Moyer was traveling northbound when he departed the roadway and entered the median near mile marker 4.55, entered back onto the northbound lanes, crossed over both the travel lanes and struck the guardrail on the right side near mile marker 4.65, crossed back over the travel lanes and left the roadway entering the median near mile marker 4.75, entered the roadway the wrong way in the southbound lane, crossed the median and entered the northbound lanes, and continued driving. Moyer then departed the northbound lanes into the median again, coming to a final rest due to disabling damage near mile marker 6.4. Throughout interaction with law enforcement, Moyer was displaying signs of impairment. Moyer was medically evaluated and cleared by EMS. At the conclusion of investigation, Moyer was placed under arrest for suspicion of DUI. Moyer was transported to the Hartford Police Department for processing. At the conclusion of processing, Moyer was issued citation to answer to the above charges and released.

SUMMARY OF CRASH:

 

On the above date and time the Vermont State Police were notified of a single vehicle crash where the vehicle struck two homes in the area of 3306 VT Route 105 in the town of Berkshire.

 

Upon arrival it was discovered that the vehicle was driving east on VT Route 105, crossed the oncoming lane of travel, struck a porch of a residence, continued through a lawn, struck a second home, and then came to a rest on the side of the residence. The operator was identified as Paul Robitaille (61) of Berkshire, VT. He was initially transported to the Northwestern Medical Center and then transported to the University of Vermont Medical Center where he is in critical condition.

 

The State Police were assisted by the Berkshire Fire Department, Enosburgh Fire Department, Enosburgh Ambulance, and Richford Ambulance.

On 10/31/2025, at approximately 0915 hours, Troopers from the Vermont State Police – Rutland Barracks were notified of a single vehicle rollover in the area of 1339 York St Ext, Poultney, Vermont.

Through investigation it was determined Heidi Quattrocchi was operating vehicle #1, traveling north on York St Ext. Vehicle #1 exited the east side of the roadway and Operator #1 (Quattrocchi) attempted to correct the vehicle and then exited the west side of the roadway. Vehicle #1 rolled onto its side before coming to an uncontrolled position of rest in the southbound lane of travel.

The Vermont State Police were assisted on scene Poultney Rescue and Poultney Fire Department.

Plunkett's blood alcohol content was later found to be over the legal limit to operate a motor vehicle. On October 30, 2025, Plunkett was issued a citation for DUI.

Vermont State Police investigates discovery of human remains following missing-persons report in Jay

 

JAY, Vermont (Thursday, Oct. 30, 2025) — The Vermont State Police is investigating after a referral of a missing-persons case from federal authorities led to the discovery of human remains in the Orleans County town of Jay.

 

Members of VSP’s Search and Rescue Team and North County Search Dogs located the remains late Wednesday afternoon, Oct. 29, 2025. The location was secured, and the state police’s Bureau of Criminal Investigations responded to examine the scene and collect evidence.

 

The human remains were transported Thursday to the Chief Medical Examiner’s Office in Burlington to confirm identity and perform an autopsy to determine the cause and manner of death. The identity of the deceased individual is unavailable at this time.

 

The Vermont State Police became involved with this case Oct. 20 following a request for assistance from U.S. Border Patrol regarding that agency’s ongoing investigation into a report of a migrant who went missing in late January 2025 in northern Vermont. Reports at the time indicated the woman was attempting to cross from Vermont into Canada when she became separated from her group. The Border Patrol recently discovered personal effects belonging to the missing individual in VSP’s patrol area and referred the case to the state police for further investigation.

 

VSP has worked closely with U.S. Customs and Border Protection on this ongoing case. Members of the Royal Canadian Mounted Police have pursued this investigation on their side of the border and have been in contact with authorities in the United States. Questions about the initial missing-persons case should be directed to USCBP and the RCMP. The Vermont State Police is unable to provide any details about this investigation prior to VSP’s becoming involved earlier this month.

SUMMARY OF CRASH:

On October 29, 2025, at approximately 1029 hours, Troopers from the Vermont State Police – Rutland Barracks responded to a reported TT unit crash where the TT unit was overturned on Vermont Route 22A, near the intersection with East Rd., in the Town of Benson.

Initial investigation revealed that Operator #1 (Moulton) was operating Vehicle #1 travelling southbound on Vermont Route 22A when he drove off the west side of the roadway, causing the TT unit to come to a position of uncontrolled rest on its passenger side. Operator #1 (Moulton) sustained minor injury as a result of the crash.

The Vermont State Police were assisted on scene by Regional Ambulance Service and the Benson Fire Department.
