During the investigation, Troopers observed indicators of impairment. Cimadon was subsequently arrested for suspicion of DUI and transported to the Rutland Barracks for processing.  At the conclusion of processing, Cimadon was released with a citation to appear at the Rutland County Superior Court at a later date and time.

Santos was transported to the Rutland Barracks for processing, issued a criminal citation, and released.

On November 1st, 2025, at approximately 2309 hours, Troopers from the Vermont State Police – St. Albans Barracks were conducting patrol on Fairfax Road in the Town of St. Albans when Troopers observed a truck doing a “burnout” at the St. Albans Park & Ride. Troopers quickly made contact with the vehicle involved and identified the operator as James O’Rourke (20) of Milton, VT. While speaking with O’Rourke, O’Rourke demonstrated signs of impairment.

 

After a thorough investigation, O’Rourke was placed under arrest for driving under the influence. It should be noted that at the time of this incident, O’Rourke was also found to be operating a motor vehicle with a criminally suspended driver’s license. O’Rourke was then transported to the St. Albans Barracks for processing and issued a citation to appear in Franklin County Criminal Court on November 17th, 2025, at 0830 hours for the above charges.

SUMMARY OF INCIDENT:

On November 1st, 2025, at approximately 2321 hours, a Trooper from the Vermont State Police Williston Barracks was conducting stationary RADAR speed enforcement on VT Rt 15 near Willows Crossing. A vehicle was observed traveling at a rate of speed much higher than the posted speed limit. RADAR was activated and registered a speed of 75mph in a posted 50mph zone, constituting a violation of Title 23 V.S.A. 1081(b), Basic Rule and Maximum Limits.

A traffic stop was initiated, and the operator was identified as Ethan Sawyer, 28, of St. Albans City. Sawyer exhibited signs of impairment during investigation. He was screened and subsequently arrested for suspicion of DUI. 

Sawyer was transported to the Morristown Police Department for processing. He was then released with a citation to appear in the Lamoille County Superior Court on December 3rd, 2025, at 1230 hours, to answer to the charge of DUI. He was also issued a Vermont Civil Violation Complaint for the violation of Title 23 V.S.A. 1081(b), which carried a waiver amount of $277 and 2 points.

Upon entering the residence, troopers observed a group of juveniles and clear indicators of alcohol consumption. Court Diversion appointments were issued to the involved juveniles. Martin was transported to the Middlebury Police Department for processing. At the conclusion of processing, Martin was released with a citation to appear in Addison County Superior Court, Criminal Division on January 5, 2026, at 1230 hours.

SUMMARY OF CRASH:

 

On October 31st, 2025, at 1622 hours, Troopers from the Vermont State Police – St. Albans Barracks were dispatched to a reported single vehicle crash in the area of mile marker 113.2 on I89 South in the Town of St. Albans. Troopers responded to the scene and located a 2019 Toyota RAV-4 that had hydroplaned and left the roadway causing the vehicle to rollover. The vehicle was totaled as a result of the crash.

 

Investigation determined that the vehicle was being operated by Tanya Lovely (36) of Georgia, VT. Lovely was wearing a seatbelt at the time of the crash, the airbags deployed, and no injuries were sustained.

 

Troopers were assisted on scene by Townline Towing, AmCare Ambulance and St. Albans Fire Department.
