SUMMARY OF INCIDENT:
On 10/20/2026, at approximately 1802 hours, Troopers from the Vermont State Police Rutland Barracks conducted a motor vehicle stop for an observed violation. The operator was identified as Jessica Briggs (32). Passengers were identified as Joseph Richardson (32) and Scott White (42). During the stop, Troopers developed probable cause that there were drugs inside the vehicle. All occupants consented to a search of their person. Troopers located felony amounts of cocaine on Briggs and Richardson as well as a misdemeanor amount of cocaine on Scott White. All occupants were transported to the Rutland Barracks for processing, issued a criminal citation, and released.
