SUMMARY OF INCIDENT:

 

On the above date and time, Troopers from the Vermont State Police – New Haven Barracks received reports of a family fight at a residence on VT Route 116, in the town of Starksboro, Vermont. Troopers responded to the area and made contact with the parties involved.

 

During the encounter with Francis (24), investigation revealed he had left the scene on a public highway and later returned shortly before the Vermont State Police’s arrival. Troopers observed several signs of impairment. Francis was taken into custody for suspicion of DUI, and he conducted standard field sobriety tests at the New Haven State Police Barracks. Francis was cited to appear in Addison County Superior Court on December 30th, 2024, at 1230 hours.  Several other charges are Pending.
