On July 25, 2017 at approximately 1913 hours the Vermont State Police attempted to stop a vehicle on County Road in Swanton, VT after observation of a motor vehicle violation.  The operator, ultimately identified as 19 year-old Mark Clapper of Alburg, VT, attempted to elude police as he failed to yield as he tried to hide his operation by driving his vehicle behind a residence. 

The subsequent investigation yielded that Clapper was operating his vehicle with a criminally suspended driver’s license and in violation of conditions of release.  Clapper was taken into custody and transported to the St. Albans Barracks for processing.  At the conclusion of the processing Clapper was released with a citation to appear in Franklin County District Court on 08/28/2017 at 1:00pm to answer the above charges.

SUMMARY OF INCIDENT:

 

On July 25, 2017 at approximately 1838, troopers from the Vermont State Police-Rutland barracks, responded to an armed robbery complaint at the Irving gas station located at 267 Main Street in Poultney, VT. Upon meeting with store employees, interviewing witnesses, and reviewing video footage, it was learned that at approximately 1835 hours, a lone white male subject entered the store, wearing a hooded carhartt sweatshirt, blue jeans, and grey sneakers. The male subject had his face covered with a cloth type material, brandished a hand gun and ordered the clerk to give him all of the money. The clerk opened the cash drawer and the perpetrator collected a large sum of cash and left the store.

SUMMARY OF CRASH:

 

On 07/25/2017 at approximately 1354 hrs, Troopers from the Vermont State Police

- New Haven Barracks responded to a single vehicle crash on Leland Rd,

Salisbury, VT.  Upon arrival, the operator, identified as Ricky Devoid was being

assisted by Middlebury Rescue and later transported to Porter Hospital for

evaluation. In addition the vehicle, a 1941 Dodge truck was observed off the

roadway, rolled onto its right side, facing north, adjacent to the southbound

lane of travel.

 

Preliminary investigation indicates that Devoid, along with his passenger, Megan

Lussier, were traveling south on Leland Rd.  Devoid lost control of the truck

when he traveled into the soft shoulder.  Devoid's vehicle traveled left of

center, left the roadway and ultimately overturned onto its right side.

 

Speed appears to be a contributing factor to this crash.

 

This investigation remains active.  Any witnesses to the crash are asked to

contact this Trooper and the Vermont State Police. 

 

At present time, Devoid has been issued the following Vermont Civil Violation

Complaints:

On July 25, 2017 at 9:43AM Vermont State Police along with Randolph Fire Department and the White River Valley Ambulance responded to a two car motor vehicle crash with unknown injuries which had just occurred on Route 12 near the Justin Morgan Market Place in Randolph.

 

Based on the initial investigation V#1 failed to yield to oncoming traffic while exiting the Market Place.

 

White River Valley Ambulance transported both Operators to Gifford Medical Center for evaluation and treatment of minor injuries sustained during the crash.

 

Both vehicle received damage that required them to be removed by wrecker.

 

Both Operators were wearing seat belts at the time of the crash.

On 07/20/2017 at approximately 0705 hours, Vermont State Police were notified of a theft that

occurred on S. Craftsbury Road in the Town of Craftsbury, Vermont. Trooper Mikkola spoke with

the complainant who stated they had a farm stand and $60 was stolen from the drop box on both

07/18/2017 and 07/19/2017 at approximately 1300 hours. The complainant stated the person(s)

also stole their game camera they had in a tree overlooking the stand/drop box. The complainant

reported again on 07/24/2017, stating that approximately another $50 was stolen. Anyone with

SUMMARY OF CRASH:

 

On the attached date and time, Vermont State Police were dispatched to a report

of a two vehicle crash on Hospital Drive, at the intersection of Memorial Drive , in

the Town of St. Johnsbury, VT. Upon investigation, it was found that Operator #1,

struck the rear of Operator #2's vehicle after becoming momentarily distracted

by a fallen purse in the front of her vehicle. Both operators were wearing

seatbelts and no injuries were reported during this crash. Both vehicles

sustained minor damage and were able to be driven from the scene.

SUMMARY OF CRASH:

 

On July 24, 2017 at 10:34AM Vermont State Police investigated a one car motor

vehicle rollover which occurred on Interstate 91 in the Town of Windsor. 

 

As a result of the crash the vehicle was totaled. Operator was wearing a seat

belt at the time of the crash and was transported to Mt Ascutney Medical Center

for evaluation and treatment of her injuries.

 

State Police were assisted by Windsor Ambulance and Fire Department.
