SUMMARY OF INCIDENT:

                On the above date and time, Vermont State Police responded to a Burglary in progress at a residence located on VT RT 64 in the town of Williamstown, VT. The homeowners came home and saw a female on their porch.  The female subsequently fled in a motor vehicle.  The homeowners were able to give description of the female and the vehicle she fled in. while enroute to the burglary scene Troopers were able to locate the vehicle. Troopers turned on the vehicle and the vehicle took off at a high rate of speed.  Trooper were able to locate the vehicle hidden behind a residence on Ferno Rd in Williamstown, VT with the above occupants still inside. Churchill and Curschmann were lodged at the Chittenden Regional Correctional Facility.

SUMMARY OF CRASH:  A Trooper with the St. Johnsbury Barracks was alerted by the operator of a box truck that he had fallen asleep at the wheel and struck a sign just off Interstate 91 North exit 22 on Hospital Drive near Old Center road, located in St. Johnsbury, Vermont. Upon arrival, operator #1 (Ash) stated that he was feeling fatigued and had one more stop to make then was planning on taking a nap. Operator #1 stated that he fell asleep after getting off the interstate and woke up when his vehicle left the roadway.  Operator #1 hit a sign the vehicle suffered cosmetic front end damage. Operator #1 was no injured, was wearing his seatbelt and airbags were not deployed. Operator #1 was not under the influence of any substances. Operator #1 was given a Vermont Civil Violation Complaint for a violation of Driving on Roadways Laned for Traffic, Title 23 VSA 1038.

MEMORIAL DAY WEEKEND & SUMMER TRAFFIC SAFETY INITIATIVES

 

May 25, 2016 – This week through June 4th, the Vermont State Police (VSP) will be increasing enforcement efforts to promote safe, responsible driving in support of Operation C.A.R.E. (Crash Awareness and Reduction Effort) and Click It Or Ticket.  Operation C.A.R.E. is a national campaign by state police agencies across the country to decrease human suffering on our highways, by reducing traffic crashes through enforcement and education, with an emphasis on national holiday periods.

VSP, in partnership with the Vermont Agency of Transportation, will also be focusing enforcement efforts from now throughout the summer months in Operation Safe Corridors, four high-traffic corridors, which are Interstate-91, exits 1 to 3, the Hartford interchange area I89/I91, I-89 exits 7 to 10 and I-89 exits 12 to 17.

Vermont State Police Traffic Operations Commander Lieutenant John Flannigan said, “The Vermont State Police enforcement priority remains focused on occupant protection, including seat belt use, impaired and aggressive driving, as well as distracted driving.”  Lieutenant Flannigan emphasized the importance of another annual traffic safety effort, currently underway.  “The Click It or Ticket enforcement campaign is an important safety mission and message in the effort to prevent loss of life on Vermont’s highways.” He added, “High visibility enforcement is an essential component in reducing traffic crashes”.

Troopers will also be working with other local and county law enforcement agencies during this time to support the national Click It or Ticket mobilization.  Vermonters use of seatbelts has fallen to an 80% compliance rate, down from 86% in 2015.

To date, Vermont has experienced 19 motor vehicle deaths so far in 2017.  Approximately 43% of those fatalities were unrestrained.  

The Vermont State Police ask all those who travel this holiday weekend and summer to remember that seat belts save lives, and ensure that all car travelers—front seat and back, child and adult—remember to buckle up, every trip, every time.

Upon arrival, it was discovered that the individuals identified as Christopher Coughlin (37) and Heather Megaro (37) had stolen a vehicle from Seth’s Auto and were attempting to hitchhike after it broke down. Investigation later revealed that Coughlin was operating the vehicle before it broke down. After being taken into custody, other stolen property was found in Megaro’s belongings.

Investigation revealed that Irons was under the influence of alcohol and other drugs.

 

Irons was released on a citation to appear at the Franklin County Superior Court on June 19, 2017 at 1300 hours to answer to the charge of Driving Under the Influence.

Troopers located the vehicle and conducted a traffic stop on Post Drive in the Town of Pownal. The operator of the vehicle was identified as Brian Carangio (Age 46). While speaking to Carangio, he displayed signs of impairment, and was subsequently screened for DUI. Carangio was taken into custody for suspicion of DUI. Carangio was later released to a sober party and issued a citation to appear in Bennington Criminal Court for the charge of DUI.

The above described vehicle was stopped by Troopers on Interstate 89 prior to exit 15 and the operator was identified as Joshua Thomas. A records check showed Thomas' license was criminally suspended in the State of Vermont.

 

Thomas was taken into custody by State Police and transported to the Williston State Police Barracks for processing. Thomas was released on citation to appear in Chittenden County Superior Court on July, 11, 2017 for the charge of Criminal-DLS.

On May 21, 2017 at approximately 9:30 PM State Police were dispatched to a report of 2 males and a female concealing items from Hannaford's grocery store and leaving the store without paying for them.  State Police were able to identify the three subjects by previous mug shots on file, but were unable to locate the individuals on the evening of the theft.  If you are one of the three, please come see Trooper Armstrong at the Rutland State Police Barracks.  State Police will release the names of the three subjects once they have been located and cited into Rutland Superior court on charges of retail theft.

Watkins, 39 of Ludlow, VT failed to appear on April 25, 2017 on charges of possession of narcotics (heroin less than 200 mgm).  Watkins was lodged for lack of $2500 bail at Marble Valley Correctional Facility where he waits arraignment on Monday.

SUMMARY OF INCIDENT: On 05/24/2017 at approximately 1454 hours, the State Police conducted a traffic stop on a black Nissan Versa after observing a motor vehicle violation. While speaking with the operator, Shilow Parker, a bag of pills was observed. Parker advised she had taken the medications prior to operation. Parker completed the Standardized Field Sobriety Exercises and was arrested for suspicion of driving under the influence of drugs. SUMMARY OF INCIDENT: On 05-24-17 at approximately 1600 hours, the Vermont State Police conducted a motor vehicle stop on New York registered vehicle on Putney Road in the town of Brattleboro for a traffic infraction.  The operator Jalil Freitag failed to produce a valid license and his DMV records showed a criminal suspension in Vermont.  As the investigation progressed an occupant Jeremy Cary revealed that he was concealing 100 bags of Heroin on his person.  Freitag was arrested on the DLS Criminal violation and Cary was arrested on the felony Possession of Heroin.  Both were processed and released from the Westminster Barracks with a Criminal Citation to appear in Superior Court Windham County.

On May 24, 2017, at approximately 1500 hours, Troopers from the Vermont State Police Rutland Barracks were notified of a citizen assist complaint on Danby-Pawlet Road, Danby, Vermont. During the course of the investigation it was learned Jason Amsden was a person of interest. Amsden was located on Daisy Lane while operating a motor vehicle. While speaking to Amsden he displayed signs of impairment and consented to conducting Standardized Field Sobriety Tests. Amsden was subsequently taken into custody, transported to the State Police Barracks in Rutland, where he was processed for suspicion of DUI. Amsden was released on citation to appear at Vermont Superior Court, Criminal Division at a later time and date.

     Troopers from the New Haven Barracks received credible information that Marlena Laws' privilege to operate a motor vehicle had been criminally suspended in the State of Vermont. Laws was observed operating a motor vehicle on a public highway on six different occasions by Troopers from the New Haven Barracks prior to receiving that information. Laws was subsequently arrested and transported to the New Haven Barracks for processing. Laws was released on citation to appear at the Addison County Court of June 19, 2017 at 12:30 hours to answer to the charge of Driving while License Suspended. 

 

The Vermont State Police was assisted by the Manchester Police Department in the investigation.
