On July 13th, 2025, at approximately 1959 hours, Troopers from the Vermont State Police – St. Albans Barracks received information from U.S. Customs and Border Protection that they had made contact with a male identified as James Kennedy (27) of Brandon, VT who was found to have an active warrant for his arrest.

 

His arrest warrant was for the initial charges of:

 

23 VSA 1201(a)(2) Misdemeanor 1 DUI #1 - INFLUENCE

23 VSA 1201(a)(1) Misdemeanor 2 DUI #1 > LEGAL LIMIT

23 VSA 674(a)(2) Misdemeanor 3 VEHICLE OPERATION - LICENSE SUSPENDED/OSC

 

Based on the information provided to Troopers, Kennedy was located at the Welcome Center in the Town of Highgate and taken into custody for the warrant. Kennedy was then transported to Northwest State Correctional Facility in the Town of St. Albans where he was held on $50 bail for the warrant. Kennedy was additionally issued a flash citation ordering him to appear before the Windham County Criminal Court on July 14th, 2025, at 1230 hours for the charges related to the warrant.

On the above date and time, Troopers with the Vermont State Police New Haven Barracks were dispatched to a delayed report of a damaged window from a stray bullet. The complainant advised that the incident occurred at approximately 1030 hours but was not reported until later after a neighbor inspected the window and discovered a spent round in the frame of the window.  

 

There is no report of any injuries from this incident and no other related complaints have been reported. Investigation into this incident is on-going.

SUMMARY OF INCIDENT:

 

On the above date and time, Troopers with the Vermont State Police New Haven barracks, a Game Warden from the Department of Fish & Wildlife and officers from the Vergennes Police Department were dispatched to a report of a suspicious incident involving a male seen walking on foot through properties after multiple gun shots were heard. The male was reported to have a long gun in his possession. Further details were not immediately available to determine the circumstances behind the shots fired.

 

Responding units arrived in the area of Basin Harbor Rd in Bridport and made contact with a male who identified himself as the subject that shot. The male, later identified as Jonas Hastings (29), advised he shot a grey squirrel in his yard. No injuries were reported. A Game Warden from the Department of Fish & Wildlife also responded and conducted a separate investigation into the shooting that resulted in a cite and release for a game violation.

 

There are no threats to the public and this incident was determined an isolated incident.

Investigation revealed Fuller violated the order on 7/8/25 and 7/9/25 by contacting the victim and making threatening statements. Fuller was located on 7/13/25 at his residence in Hinesburg, at which time he was placed under arrest and transported to the New Haven Barracks for processing. At the conclusion of processing, Fuller was lodged at the Marble Valley Correctional Facility on $1,500 bail.

On July 13, 2025, at 1300 hours, the Vermont State Police was dispatched to a report of a two-vehicle head-on collision on Route 36 near Park St in Fairfield. It was determined that Vehicle #1 was traveling east on Route 36, had crossed the center line, and collided with Vehicle #2. Vehicle #2 was traveling west on Route 36 and attempted to avoid colliding with Vehicle #1. All occupants of both vehicles were transported for injuries.

On the above date and time, Troopers with the Vermont State Police – Royalton Barracks were advised of a vehicle traveling south in the northbound lane on I-89. The vehicle traveled approximately 20 miles the wrong way and nearly caused a head-on collision. It was located and stopped near exit 3 northbound in the town of Royalton. The operator was identified as Dezhong Jiang (58) of Flushing, NY.

 

Jiang was taken into custody without incident and transported to the Vermont State Police – Royalton Barracks for processing. He was released with a citation to appear in Windsor County Superior Court, Criminal Division on September 2, 2025, at 0830 hours.

On 07/12/2025 at approximately 7:26 PM, Troopers from the St. Johnsbury Barracks were notified of several 911 calls reporting a vehicle that was continuously crossing over the fog line and almost colliding with the guardrails on Interstate 91 south.  Approximately 8 minutes later Troopers conducted a traffic stop with the vehicle matching the description of the one reported to 911.  The operator identified himself as Tracey Johnson.  While speaking with Johnson, indicators of impairment were observed. He was taken into custody and processed at the St Johnsbury Barracks and later released with a citation to appear in Caledonia County Superior Court - Criminal Division.

SUMMARY OF INCIDENT:

 

On July 12th, 2025, at approximately 2042 hours The Vermont State Police – St. Albans Barracks received a report of a missing person. Garrett Martin, 24 was last known to be kayaking in the area of Goose Pond Road in Fairfax, VT at approximately 1900 hours with a group of people but strayed from the group. Martin is described as a white male who is approximately 6'03'' tall, 185 pounds with a slim build with brown eyes and brown hair. The incident does not appear suspicious, though there are concerns for Martin's welfare. Anyone with information regarding Martin's whereabouts is strongly encouraged to contact VSP St. Albans at 802-524-5993.

On the above date and time, Troopers with the Vermont State Police conducted a traffic stop after an observed motor vehicle violation on US Route 7 near the intersection with Lewis Creek Drive in the Town of Ferrisburgh. The operator was identified as Ryan Longway (22) of Enosburg Falls, Vermont. Through investigation, Troopers discovered Longway was operating a motor vehicle without a valid license and was previously convicted of the same offense.  

 

Longway was released with a citation to appear in Addison County Superior Court, Criminal Division on September 8, 2025, at 1230 hours.
