SUMMARY OF INCIDENT: On March 24, 2020 at approximately 1855 hours, The Vermont
State Police was contacted by a concerned citizen who reported a vehicle
travelling at a high rate of speed on Trumbull Hill Road in the Town of
Shaftsbury. It was further reported that the vehicle appeared to be chasing
another vehicle. Troopers responded to the area and located the vehicles at a
residence on Trumbull Hill Road in the Town of Shaftsbury. Subsequent
investigation revealed that Conor Farrell (27) of Shaftsbury, VT was operating a
vehicle with a criminally suspended license while chasing the victim in their
vehicle. Farrell repeatedly attempted to stop the victim by cutting her off to
block her path of travel, backing into the victim's vehicle numerous times
causing damage. Throughout the incident, Farrell was found to have acted in a
violent, tumultuous, and threatening manner towards the victim and the victims
family. Farrell was also found to have been in the possession of and wielded a
deadly weapon during the incident. Farrell was also found to be on court ordered
conditions of release, which he was in violation of 18 separate sets of
conditions of release.

Farrell was taken into custody without incident. Farrell was held without bail
at the Marble Valley Correctional Center and will appear in court at a later
date.
