SUMMARY OF CRASH:

 

On December 19, 2019 at approximately 2026 hours, Troopers from the St.

Johnsbury Barracks were dispatched to a reported single vehicle crash near

Waits River Valley School Rd on Route 25 in Topsham. Troopers arrived on scene

and made contact with the operator, Nicholas Phillips (30), who had been

operating his 2011 Toyota Camry when he exited the road and struck a tree.

Phillips sustained multiple facial lacerations and was transported to Central

Vermont Medical Center for treatment.
