SUMMARY OF INCIDENT:

On 12/16/2019 at approximately 1840 hours, Vermont State Police were at the residence of Miranda Seals(27) attempting to issue her court ordered paperwork. Seals was inside a vehicle at the time of arrival.

Seals advised she was not going to abide by the court order and would not sign for it. Seals then made threats of self-harm which she also advised she had a plan on doing so. Seals also showed the Trooper on scene how she was going to go about harming herself, which was located inside the car.

Seals then locked her doors and left her residence. Vermont State Police followed Seals and attempted to initiate a traffic stop in the location of Interstate 89 Southbound near exit 18 in Georgia. Seals refused to pull over traveling at the posted speed limit continuing southbound on Interstate 89. Vermont State Police ultimately stopped Seals in the location of Interstate 89 SB by mile marker 90 in the town of Winooski(approximately 15 miles). Interstate 89 was briefly shut down due to the situation.

Seals then refused to get out of the car and resisted arrest. Seals was placed under arrest and transported to the St. Albans State Police Barracks. During the transport, Seals began spitting at the transporting officer.
