SUMMARY OF INCIDENT: On 12/16/19 at approximately 1030 hours, Troopers from the Vermont State Police - Royalton Barracks conducted a motor vehicle stop on a black Nissan Altima for a cracked windshield and an expired registration on the off ramp of Exit 12 on Interstate 91 south in Hartford, VT. A check of the operator, Peter Wiggins, of Hartford, VT, confirmed he was operating while criminally suspended in the State of Vermont and he had two active arrest warrants out of Windsor County. The first warrant was for failure to appear in October to answer to the charges of Unlawful Trespass, False Information to a Law Enforcement Officer, and Obstruction of Justice. The other warrant was also a failure to appear in October to answer to the charges of Possession of Stolen Property and Operating a Motor Vehicle without the Owner's Consent. During a search of Wiggins, a cigarette pack containing approximately 74 wax bags of suspected heroin were discovered and seized. As a result of the hearing at the Windsor County Superior Court for the two arrest warrants, Wiggins was held on $5,000 bail at Southern State Correctional Facility and additional charges are pending. The suspected heroin was sent to the Vermont Forensic Laboratory for testing.
