Offender:  Douglas Bell

Age: 57

Middlesex, VT




On December 18, 2019 at approximately 1430 hours, Douglas Bell was arrested for the above listed offenses. 


As a result of an ongoing investigation by the Vermont State Police and the Lamoille County Sheriff’s Office it was discovered that Douglas Bell, owner of CBD-Vermont located in Waterbury, had contracted with the above listed farmers/victims to grow hemp on their property in return for payment.  The farms/victims listed above have not received payment.  In some cases Bell wrote checks for payment but those checks were returned insufficient funds.  In other cases investigation revealed that Bell has not made any attempt to pay the farmers/victims for their services.  In the above listed cases the cumulative loss for all the victims is approximately $137,500.00  


On December 18, 2019 at approximately 1:45 PM, State Police attempted to locate Bell at his home in Middlesex, VT and at his business in Waterbury, VT.  While police were at Bell’s residence, Bell was seen driving by his residence.  Vermont State Police subsequently caught up to Bell operating his vehicle on Leland Farm Road in Middlesex.  Bell was subsequently taken into custody for this investigation and DUI.   


The investigation is ongoing.  At this time, there are at least 10 additional cases (similar to the cases mentioned above) being investigated by the Vermont State Police in collaboration with several other law enforcement agencies to include the Lamoille County Sherriff’s Department, Vergennes Police Department, Montpelier Police Department, and Colchester Police Department.  The cumulative loss with these additional victims is nearing $500,000.00 


The Vermont State Police is requesting that anyone who feels they have been victimized by Bell and has not yet spoken to the authorities to contact Vermont State Police – Detective Trooper Tylor Rancourt at the Middlesex Barracks – 802-229-9191.
