On June 25th, 2025, at approximately 2258 hours, Troopers from the Vermont State Police – St. Albans Barracks received information on the location of Stewart Arbuckle (35) of Enosburg, VT. Arbuckle was known by Troopers to have multiple warrants for his arrest.

 

His arrest warrants were for the initial charges of:

28 VSA 302 Other 5 VIOLATION OF PROBATION

23 VSA 1094(b) Felony 1 VEHICLE OPERATION - WITHOUT OWNER CONSENT - AGGRAVATED

 

 

Based on the information provided to Troopers, Arbuckle was located at a residence on Montgomery Road in the Town of Berkshire and taken into custody for the warrants. Arbuckle was then transported to Northwest State Correctional Facility in the Town of St. Albans where he was held on $1,000 bail for the warrants. Arbuckle was additionally issued a flash citation ordering him to appear before the Franklin County Criminal Court on June 26th, 2025, at 1300 hours for the charges related to the warrants.

The Vermont State Police  St. Johnsbury Barracks is actively investigating a series of retail thefts that have occurred at Market 32 in St. Johnsbury, Vermont.
Troopers have determined that two unidentified female suspects are believed to be responsible for stealing merchandise from the store on at least 18 separate occasions.

SUMMARY OF CRASH: On the attached date and time, Vermont State Police received the report of a vehicle stuck on a bridge off a walking trail at the end of Cottage Road in Bradford. Investigation revealed the operator Christopher Shorey (70) drove down a narrow walking trail and attempted to drive across the narrow foot bridge. Shorey's vehicle broke through the wooden bridge and caused extensive damage to the bridge. Shorey's vehicle was partially hanging off the edge of the bridge.

 

With the help of Bradford Fire Department Shorey was assisted from the vehicle. Troopers observed signs of impairment and Shorey made comments about drinking. Shorey was transported by Upper Valley Ambulance to Dartmouth Hitchcock Medical Center for treatment precautionary assessment.

 

Shorey was issued a citation to appear in Orange County Criminal Court for the charges of DUI and Negligent Operation.

 

Wards Wrecker Service was contacted and would be working on removing Shorey's vehicle in the morning.

Vermont State Police provides update on Berkshire investigation

 

BERKSHIRE, Vermont (Wednesday, June 25, 2025) — As part of the ongoing investigation into the reported shooting Sunday in Berkshire, the Vermont State Police on Wednesday, June 25, 2025, issued a drug-related citation to a resident of the home where the incident took place.

 

During a court-ordered search of the residence on Vermont Route 118, investigators located a quantity of cocaine. VSP cited Shannon Lontine, 51, to appear at 8:30 a.m. Aug. 12 in the Criminal Division of Vermont Superior Court in St. Albans to answer a charge of cocaine possession.

 

The investigation into this incident remains active and ongoing. Police continue to ask that anyone with information that could assist investigators call the VSP barracks in St. Albans at 802-524-5993 or provide an anonymous tip online at https://vsp.vermont.gov/tipsubmit.

The Vermont State Police is investigating a shooting that occurred Sunday afternoon, June 22, 2025, in the Franklin County town of Berkshire.

 

Police received a report shortly after 5 p.m. of a shooting at a home on Vermont Route 118. The number of people involved and the extent of injuries are currently under active investigation. No one is in custody.

It was determined from the end of 2020 to the end of 2024 Ravelin moved and spent the funds through her personal accounts. Ravelin also opened a credit card in Fisk's name. 

On 6/24/25, Troopers from the Vermont State Police barracks in Berlin cited Ravelin into Washington County Superior Court. Ravelin is cited to appear on 7/17/25 at 0830 hours.

Vermont State Police identifies man who drowned in Lake Champlain

 

FERRISBURGH, Vermont (Wednesday, June 25, 2025) — The Vermont State Police is able to identify the victim in this incident as Darren Kemp, a native of South Africa who had been living and working at the Basin Harbor Club in Ferrisburgh this summer.

 

Initial information provided to VSP indicated Kemp was 20 years old, however upon further investigation, the state police has confirmed that Kemp was 30 years old.

 

 

***Initial news release, 11 p.m. Tuesday, June 24, 2025***

The Vermont State Police is investigating a drowning that occurred Tuesday night, June 24, 2025, in Addison County.

 

Police received a report at about 9:25 p.m. that a 20-year-old man who had been swimming in Lake Champlain offshore from the Basin Harbor Club had gone under the water and not resurfaced. Responding crews located the victim in the water and brought him to shore. Lifesaving efforts were unsuccessful, and he was pronounced dead at about 10:10 p.m.

 

The victim’s body will be brought to the Chief Medical Examiner’s Office in Burlington for an autopsy to determine the cause and manner of death. There are no indications this incident is suspicious.

 

VSP will withhold the name of the deceased until after notification of relatives.

 

Responding units in addition to the state police included the fire departments from Addison, Charlotte, Ferrisburgh and Vergennes; and the Vergennes Area Rescue Squad.

On June 24, 2025, at approximately 1544 hours, Troopers from the St. Johnsbury Barracks conducted a motor vehicle stop on US Route 5 in Fairlee. During the initial contact with the vehicle, a Trooper observed Christopher Palermo (48) to be in the back seat of the vehicle. Palermo was found to have two extraditable warrants out of NH, one was a NH Parole Board warrant with the original offense being Aggravated Felonious Sexual Assault, the second warrant was a NH Grand Jury Indictment for possession of cocaine.

 

With the assistance of Bradford Police, Troopers removed Palermo from the vehicle without incident. Palermo was taken into custody and transported to the St. Johnsbury Barracks for processing. Palermo lied about his last name and date of birth to evade identification while in custody. Palermo was transported to Northeast Vermont Regional Hospital for precautionary care. While there he resisted arrest, but Troopers were able to escort him back to the St. Johnsbury Barracks.

 

The Honorable Judge Daniel Richardson ordered Palermo be held without bail. He was transported to the Northeast Regional Correctional Complex. He will appear in Orange County Criminal Court on 6/25/2025, at 1230 hours.

Vermont State Police assists Rutland authorities with response to barricaded man

 

RUTLAND, Vermont (Tuesday, June 24, 2025) — The Vermont State Police assisted the Rutland City Police Department in responding to an armed man who barricaded himself inside a home in the city on Tuesday, June 24, 2025.

 

The incident occurred on Evergreen Avenue. The Rutland City Police Department, the lead agency on this incident, requested assistance from VSP at about 8:45 a.m. Tuesday. Troopers from the Rutland Barracks provided initial coordination with their counterparts at the city police department, while VSP mobilized several special teams to respond to the area.

 

VSP’s special teams response included members of the Tactical Services Unit, Bomb Squad, Crisis Negotiation Unit, and Unmanned Aircraft Systems Program. All teams were in place by 3 p.m. and remained on scene until the situation ended.

 

This incident involved a subject Rutland police wanted to speak with as part of an ongoing investigation into an earlier report of a domestic assault. During the incident, surrounding roads were closed to vehicle and pedestrian traffic, and some residents were asked to relocate out of an abundance of caution. 

 

At about 5:45 p.m., the man suffered an apparent self-inflicted gunshot wound.  He was transported to the hospital and subsequently pronounced dead.

 

Once the situation stabilized, local streets reopened, and residents returned to their homes.
