SUMMARY OF INCIDENT:

On the above date and time, Troopers with the Vermont State Police – St. Johnsbury Barracks were on patrol in the area of 1009 Memorial Drive, St. Johnsbury, VT, when they observed a motor vehicle traveling south on Memorial Drive commit a motor vehicle violation. Troopers followed the vehicle and conducted a traffic stop shortly after. Troopers made contact with the operator, Jamie Cates (29), and passenger, Krystal Taylor (37). Investigation revealed Cates had a criminally suspended driver’s license and was actively violating 10 court ordered Conditions of Release. Similarly, Taylor was found to also be violating a court ordered Condition of Release.

 

While conducting a search incident to arrest of Cates’ person, Troopers located an object on him that was found to contain crack cocaine. A VSP K9 conducted an exterior sniff and alerted on the suspect vehicle, which was subsequently seized. Both Cates and Taylor were taken into custody and later cited to appear in Caledonia County Superior Court on Monday, February 24, 2025, at 0830 hours, for the aforementioned charges.

Troopers responded and identified the operator as Lora Bowman (67) of Hinsdale, NH. While speaking with Bowman, Troopers detected signs of impairment. Investigation revealed that Bowman had operated a motor vehicle while under the influence of alcohol. She was placed into custody and transported back to the Westminster Barracks for processing. She was later released with a criminal citation to appear in the Vermont Superior Court, Windham Criminal Division on January 7th, 2025 at 0830 hours.

SUMMARY OF INCIDENT:

On 12/19/2024 the Vermont Drug Task Force (NWVDTF), in cooperation with the Vermont State Police, Tactical Services Unit, Vermont State Police, Williston Barracks, South Burlington Police Department, and the Burlington Police Department, conducted search warrants at the Anchorage Inn located at 108 Dorset Street, South Burlington, VT.  The search warrants were the culmination of a months' long investigation into the distribution of fentanyl and cocaine base in the Chittenden County area.  The investigation consisted of several controlled purchases of illegal drugs and resulted in the seizure fentanyl and cocaine base.  Michael RAINEY (34) of Bensalem, PA was charged with fentanyl trafficking and cocaine possession.  Kenneth WRIGHT (33) of Philadelphia, PA was charged with fentanyl trafficking and sale of cocaine.  Rajib INGRAM (36) of Philadelphia, PA was charged with two counts of cocaine sale and fentanyl trafficking.

 

RAINEY, WRIGHT, and INGRAM were all lodged at North Western Correctional Center on $5,000.00 bail and are due to be arraigned in Chittenden County on 12/20/2024 at 1030 hours.

SUMMARY OF INCIDENT:

On December 15, 2024, at approximately 2327 hours, the Monkton Fire Department was dispatched to a report of a structure fire at 1237 Tyler Bridge Road, VT.  The Monkton Fire Department responded to the scene and found the structure fully involved. Fire suppression efforts were isolated to an exterior attack due to the stability of the structure.  Despite the fire department’s efforts, the structure was unable to be saved. 

As part of his scene assessment, Monkton Fire Chief Curtis Layn contacted the Addison County Fire Investigation Team who responded to the scene.  Addison County Fire Investigators believed this fire to be suspicious and contacted the VT Dept of Public Safety Fire & Explosion Investigation Unit for assistance in determining the origin and cause of the fire.

Members of the Fire and Explosion Investigation Unit responded to the scene and conducted an investigation into the origin and cause of this fire. 

This fire remains under investigation and is considered suspicious.

Anyone with information regarding this incident is asked to contact Det. Sgt. James Wright at the New Haven Barracks at 802-388-4919 or by contacting the Vermont Arson Tip Award Program (VATAP) hotline at 1-800-32-ARSON (1-800-322-7766). I 89 south bound at exit 17 in Colchester will be closed due to a traffic accident.  

 

This incident is expected to last until further notice until the interstate can be cleared.  Specific details are not yet available and updates will be provided as appropriate.

Vermont State Police are looking to make contact with Troy Pecor Jr.(29) who was last seen on 12/14/2024. He is believed to be in the Richford / St. Albans Area.

 

There are no indicators that Pecor is in immediate danger or missing under suspicious circumstances, however there are concerns for his welfare.
