               On 1/31/2020 at 1749 hours, State Police conducted a motor vehicle stop on VT RT 16 by the I-91 overpass in the town of Barton for a speed and equipment violation. The operator was identified as Matthew Laferriere and while speaking with him, State Police detected signs of impairment. Laferriere completed field sobriety exercises and was subsequently arrested for suspicion of DUI. Laferriere was transported to the Derby Barracks for processing where he refused to provide an evidentiary breath sample. Laferriere is to appear in Orleans County Court on 2/18/2020 at 0830 hours to answer to the charge of DUI Refusal.

On January 31, 2020, from 1715 hours to 1900 hours, Troopers from the Vermont State Police Rutland Barracks conducted a saturation patrol throughout the County of Rutland.  The purpose of the patrol was to enforce motor vehicle laws and promote safe driving on the roadways.

Saporta was transported to the State Police Barracks in Middlesex for processing. He was later released with a citation for Negligent Operation and is

two suspects, one female and one male. These suspects were captured stealing

SUMMARY OF INCIDENT:

 

On January 30, 2020 at approximately 1914 hours, Troopers from the Westminster

Barracks responded to a reported domestic assault on Marsh Dr in Brookline. Upon

arrival it was discovered that Bradley Heinemann (34) caused physical pain to a

household member. Troopers also learned that the offense occurred within the

presence of children, and that excessive phone calls and texts were made by

Bradley to the victim during the evening and following morning hours.

 

Troopers were able to locate Bradley the following morning, and at 0745 took him

into custody for the above mentioned charges. He was transported to the

Brattleboro Police Department for processing and then turned over to the custody

of the Windham County Sheriff's Department to be held until his arraignment at

1230 hours.

Col. Matthew T. Birmingham, director of the Vermont State Police, is pleased to announce the following promotion:

 

Sgt. Gregory Campbell, assigned to the Vermont Intelligence Center, to lieutenant/commander of the Technology Investigation Unit at Headquarters.

 

Lt. Campbell has served the people of Vermont with the Vermont State Police for more than 21 years. He began his state police career in summer 1998 as a trooper at the Bradford Barracks. In late 1999 he transferred to the Middlesex Barracks, where he served for more than two years before being assigned to the Executive Protection Unit. Three years later, he transferred to the Williston Barracks before earning a promotion to sergeant/patrol commander at the Williston Barracks/Lamoille Outpost in 2007. He moved to Headquarters in 2013 as the staff operations sergeant assigned to the Office of Technology Management, then transferred to the Vermont Intelligence Center the following year.

 

In addition to these duties, Lt. Campbell has overseen the Vermont State Police's Emergency Vehicle Operation Course instructor cadre since 2009 and is an active member of the Pursuit Committee and Cruiser Committee. He holds a B.S. in criminal justice (summa cum laude) from Northeastern University in Boston.

 

As commander of the Technology Investigation Unit (TIU), Lt. Campbell will oversee the collection and analysis of digital evidence and assist with investigations by the Vermont State Police and local, county, and other state law enforcement agencies. TIU has five components:

 

  • Computer Crime Unit - Detectives assigned to this unit are specially trained to collect and analyze digital evidence and to conduct computer-related investigations. They also provide expert testimony, assist prosecutors with legal interpretation of scientific results, and train other criminal justice agencies in related topics. The Computer Crime Unit works closely with the Internet Crimes Against Children Task Force.
  • Cellular Device Investigations - Detectives assigned to this unit also are trained to collect and analyze all types of mobile devices. Detectives also are trained to analyze wireless network carrier data.
  • Polygraph Unit- Polygraph examiners are highly trained detectives who conduct polygraph examinations to assist in criminal investigations. This unit also assists the Office of Professional Development with the hiring of Vermont State Police applicants.
  • Executive Protection Unit - The Executive Protection Unit is responsible for the safety and transportation of Vermont's governor. Members of the unit also assist with visiting dignitaries from outside the state.
  • FBI Cybercrime Investigator - This detective works directly with the FBI Cybercrime Task Force, assisting with investigations of national and statewide cybersecurity threats.

 

Lt. Campbell's promotion was effective Jan. 19, 2020. Campbell succeeds Capt. Lance Burnham following his promotion to commander of the Emergency Communications Unit.

SUMMARY OF INCIDENT:

On November 16, 2019 at 5:54 PM the Irasburg Fire Department was dispatched to a residential structure fire at 1754 Covered Bridge Road in Irasburg, VT.  The fire department found the residence fully involved and the homeowners present.  The fire department was able to gain control of the fire but the residence was determined to be a total loss.  There were no injuries associated with the suppression of investigation of this fire event.

 

The fire had originally been reported as an accidental fire started by a cigarette falling onto paper towels used to clean a fuel oil spill.  The subsequent investigation revealed that the fire had been planned and intentionally set by the homeowner, Teresa Guay, and her husband Roger Guay.  Both Mr. and Mrs. Guay were arrested, cited, and released on a citation.  They were ordered to appear in Orleans County Criminal Division Court on February 18, 2020 at 8:30 AM.

SUMMARY OF INCIDENT: On January 31st, 2020 at approximately 0101 hours a Trooper with VSP Williston conducted a motor vehicle stop on I-89 Southbound in the area of Mile Marker 85 in the town of Williston subsequent to an observed moving violation.

 

The operator of the vehicle was identified as John Baker (age 39) of Northfield, VT. Investigation revealed that there was an active warrant for Baker's arrest for a probation violation stemming from a prior domestic assault conviction. Baker was taken into custody without incident and ultimately lodged at Chittenden Regional Correctional Center on the warrant.

 

A passenger in the vehicle was identified as Lindsey Bruzzesi (age 35) of Colchester, VT. Investigation revealed that there was an active warrant for Bruzzesi's arrest for Retail Theft. She was taken into custody without incident. While in custody, it was learned that Bruzzesi was violating four separate sets of conditions of release by not abiding by court dates. Bruzzesi was also wanted by Colchester Police Department for a new charge of Unlawful Trespass.

 

Bruzzesi was ultimately lodged at Chittenden Regional Correctional Center on the warrant and issued citations for the new charges for later dates.

 

A third occupant of the vehicle was found to have a valid driver's license and no warrants, and was allowed to drive the vehicle from the scene.

On January 30, 2020 at approximately 1500 hours in St. Johnsbury the Vermont Drug Task Force and Uniformed Troopers from the St. Johnsbury State Police Barracks arrested Caitlin Dimas (31), of Concord, Vermont for two (2) previously conducted controlled sales of cocaine base and heroin.  At the time of her arrest Dimas was found to be in possession of 7.8 grams of cocaine base and 172 bags of heroin.  Troopers also arrested Brandon Watson-Collins (37) of Springfield, Massachusetts during the same traffic stop for two (2) previously conducted controlled sales of cocaine base and heroin. 

 

The arrest of Dimas and Watson Collins was the conclusion of an investigation that began in December of 2019, conducted by members of the Vermont Drug Task Force.

 

Dimas and Watson-Collins were both lodged at the NE Correction Facility for lack of bail and are scheduled to appear at Caledonia Superior Court on 01/31/20 to face the above listed charges.

SUMMARY OF CRASH: On January 30, 2020, at approximately 1925 hours, a Trooper

with the Vermont State Police was traveling westbound on VT Route 74. It was at

this time that the Trooper visually observed a vehicle traveling at an

egregiously high rate of speed, a speed of 104 MPH was captured on the radar

unit in an area of highway posted at 50 MPH. The Trooper attempted to catch up

to the vehicle, but quickly lost sight of it. The target vehicle was located

several moments later on Clark Road laying perpendicular to the roadway and partially in a ditch.

 

The operator was then identified as Richard Quesnel (34). While speaking with Quesnel several signs and indicators of alcohol impairment were observed. Quesnel was transported to the University of Vermont Medical Center after experiencing chest discomfort and as a precautionary measure. A warrant was applied for and granted by the Honorable Court, and an evidentiary blood sample was drawn.

 

Quesnel was issued a criminal citation to appear before the Addison Superior Court Criminal Division to answer the charges of Title 23 VSA 1201 "Operating under the influence of intoxicants or other substance," Title 23 VSA 1091 "Grossly negligent operation," and Title 23 VSA 1097 "Excessive speed." Quesnel was also issued a VCVC totaling $792.00 and 2 points assessed.

SUMMARY OF CRASH:

On 1/30/2020, while patrolling on U.S Route 5 in the town of Lyndon, Troopers

with the Vermont State Police came upon a crash at the intersection of U.S Route

5 and the parking lot for Hoagies Pizzeria. Vehicle #1 had come to a rest in

the middle of the roadway facing east, Vehicle #2 had come to a rest in the

shoulder of the southbound lane facing north, and Vehicle #3 had come to a rest in

the north bound lane facing north

 

Investigation revealed both operator #1 and #2 thought they had the right of way.

Operator #2 stated he had a green light was travelling south through the intersection

when vehicle #1 attempted to pull out of Hoagies and struck the rear passenger side of

vehicle #2. The collision resulted in Vehicle #2 to rotate until it was facing north. Vehicle #3

was struck by vehicle #2 in a secondary collision.  Operator #1 stated they observed the light

for cross traffic turn red, and vehicle #2 drove out in front of them. The investigation into the

cause of the accident is ongoing and witnesses are asked to contact Trooper Casey Ross with the

Vermont State Police St. Johnsbury barracks at 802-748-3111.

On 01/30/2020 at approximately 1600 hours, Vermont State Police initiated a traffic stop in the location of Interstate 89 SB just off from First St in Swanton for a moving violation.

 

The operator was identified as Joseph Johnson(28) of Swanton, Vt. It was determined Johnson did not have a valid license in the State of Vermont. Johnson had a prior No License conviction in 2019, making it a criminal offense.

 

Johnson was issued a citation to appear in Franklin County Superior Court for the above offense.
