SUMMARY OF INCIDENT: On October 19th 2018, Detectives from the Vermont State Police were contacted regarding a 10 month old juvenile who had suffered multiple serious injuries and was being admitted to the hospital. Detectives were advised that the injuries, and the explanations of how these injuries occurred, were concerning.

 

The subsequent investigation revealed that Anshe Lotspeich assaulted the child on multiple occasions at his home in Middlesex. Lotspiech was arrested for 1st degree aggravated domestic assault and cruelty to a child on October 31st 2018. He was brought to Washington County Court for arraignment and held on $50,000 bail.

On October 31, 2018, at approximately 12:00 PM, Troopers at the Vermont State Police – Shaftsbury Barracks responded to a report of a one-vehicle crash on Sandgate Road, in the Town of Sandgate, Vermont.

Initial investigation revealed that Operator #1 (Patenaude) was travelling west on Sandgate Road, when he lost control of vehicle #1 and collided with a tree off the westbound shoulder of the roadway.

There were minor injuries as a result of the crash. Due to the severity of the damage, the vehicle was towed from the scene by Monarch Towing.

The Vermont State Police were assisted by Arlington Town Fire Department and Arlington Rescue.

NEWS RELEASE – Suspicious fatal fire investigations in Woodbury, VT

Woodbury, Vermont – On October 30, 2018 at approximately 11:10 pm a resident of Bliss Road in Woodbury called E911 to report that the residence across the road was fully engulfed in flames.  The Woodbury Fire Department responded and the residence on fire was determined to be located at 715 Bliss Road.   While fighting the fire, firefighters observed that the adjacent residence, at 637 Bliss Road, was also on fire.   Both residences are approximately 150 feet apart.  The Woodbury Fire Department was able to extinguish both structure fires.  Inside the residence at 715, firefighters discovered human remains.  Inside the residence at 637 they discovered human remains and pet remains.   The Woodbury Fire Department contacted the Vermont State Police and subsequently the Fire and Explosions Investigation Unit, the Major Crime Unit, and the Bureau of Criminal Investigation responded to Woodbury. 

 

This investigation is in it’s preliminary stages and there is limited information at this time.  Work is being conducted by fire investigators to determine the origin and cause of the fire.  The Crime Scene Search Team has been activated to process the scene and collect evidence.  Detectives are working to determine the names of individuals who live at both residences and to identify the deceased victims.  Identification of the victims and the cause and manner of their deaths will be determined by the Office of the Chief Medical Examiner.

Taylor was traveling south on Rt 100 in Waterbury, and entered into an active construction zone.  Travel was reduced to one lane, and there were deputies with blue lights and flaggers in the road.  Taylor got confused with all the lights and activity and did not see a flagger until the last second.  He was unable to stop before colliding with the flagger.  Investigation showed that Taylor’s vehicle registration had expired, and his license was criminally suspended. He was taken into custody for Criminal DLS, transported to the State Police barracks in Middlesex for processing, and released with a citation to appear at the Washington Superior Court-Criminal Division, to answer to the charge.

On 10-30-18 at approximately 1917 hours, VSP-Derby Barracks was notified of a single vehicle crash that occurred at the intersection of VT Rte 14 and South Craftsbury Road in Craftsbury VT.  Craftsbury Fire Rescue, as well as Glover Ambulance responded.  The operator was identified as Fournier.  Fournier explained that she didn't realize that she was at the intersection and just went straight through the stop sign and into the ditch.  Fournier was transported by Glover Ambulance to North Country Hospital to get checked for minor injuries.  Ray's Auto responded and removed the vehicle from the scene.

SUMMARY OF INCIDENT: On October 30, 2018 at approximately 2055 hours, Vermont
State Police responded to Vermont Route 100 in the Town of Waterbury for a
reported motor vehicle complaint.  Further investigation revealed that the Washington County Sheriff's Department witnessed a vehicle operating in an erratic manner.  The Washington County Sheriff's Department was able to make contact with the vehicle and identified the operator as Cassiah M. Morrissette (DOB: 6-14-1983).  Further investigation revealed that Morrissette was operating a motor vehicle while under the influence of alcohol.  Morrissette was subsequently taken into custody and transported to the Middlesex State Police Barracks for processing.  Morrissette was subsequently issued a citation to appear in Washington County District Court on November 15, 2018 at 0830 hours to answer the charges DUI #1 and false information to a law enforcement officer.

SUMMARY OF INCIDENT:

 

Vermont State Police, Shaftsbury barracks will be teaming up with local and county law enforcement agencies to conduct sobriety and safety enforcement for the month of November. As of October 29, 2018, statewide Vermont has seen 53 fatalities from motor vehicle crashes. The scheduled program is an opportunity to use high visibility enforcement to reduce the number of crashes/fatalities statewide. Any recent crash data can be found at http://ghsp.vermont.gov . In addition to checkpoint(s), Troopers will also be aggressively patrolling and enforcing motor vehicle laws concerning impaired, distracted/aggressive driving, speeding and seatbelt use in high traffic and high crash areas.

 

The Vermont State Police would like to remind all motorists to avoid operating under the influence of alcohol/drugs and to always utilize a sober driver.

SUMMARY OF CRASH: On 10/27/2018 at approximately 1713 hours, the Vermont State

Police responded to a report of a one vehicle crash near the intersection of VT

Route 58 and Covered Bridge Road in the Town of Irasburg, VT. Irasburg Fire

Department and Wrights Towing responded to the scene to assist. The vehicle came

to final rest on its roof in the Black River partially submerged in water. The

operator was identified as Karla Riendeau and was pulled out of the vehicle by a

passerby. Riendeau reported minor injuries and declined rescue. The vehicle

sustained damage to all body panels. Investigation revealed Riendeau lost

control of her vehicle traveling west on VT Route 58, traveled off the traveled

portion of the roadway before plunging over an embankment and rolling onto its

roof in the river.

INCIDENT: Structure Fire Investigation

SUMMARY OF INCIDENT:

At approximately 1250 hours on 10/30/18, the Arlington Fire Department was notified and responded to a reported structure fire at the above stated address. This structure was reported as an occupied residential building.   While en-route to this call, it was confirmed as a working structure fire.  The Sandgate Fire Department responded along with mutual aid departments from Shaftsbury, Rupert, Schuchen, NY and Manchester Fire Departments.  Upon arrival the fire department was met with heavy fire on the east side of the structure.  Fire extended through living areas on the first floor of this structure.  Fire Departments were able to contain the fire to the structure.  The building suffered heavy fire and water damage.   Damage is estimated to be in excess of $150,000.  It should be noted that the areas affected by the fire sustained heavy fire damage.  Three bedrooms on this floor had the doors shut during this fire.  These three rooms suffered little to no smoke or fire damage. 

During his assessment of the fire, the Arlington Fire Chief contacted the VT Department of Public Safety Fire & Explosion Investigation Unit for assistance with the origin and cause determination.  Investigators from the VT State Police and VT Division of Fire Safety responded to the scene during the afternoon hours on 10/30/18 and began an investigation. It was determined the fire originated on the first floor, east side, rear Livingroom area, of the structure.  This area was determined to be the area of origin for this fire.  The investigation showed that this fire originated in the area of a coffee table.  Investigation showed that the fire spread from this area, which contained a lit candle, to the nearby combustible materials.  These materials lead to a rapid fire spread within the structure.   

 

This fire is not considered suspicious.  No injuries were reported at this fire. 

 

This fire is currently classified as accidental with no suspicious circumstances. This fire was most likely caused by a family pet knocking over a lit candle onto nearby combustible materials.

 

The DEPARTMENT OF PUBLIC SAFETY FIRE & EXPLOSION INVESTIGATION UNIT would like to remind the public that these three simple words can help save your life, “Close the door”.  A closed door may slow the spread of smoke, heat and fire. Install smoke alarms in every sleeping room and outside each separate sleeping area.

SUMMARY OF CRASH:

 

On 10/30/18 at 10:12 Vermont State Police, Townshend Fire, and Resue Inc. responded to a one vehicle crash on Grafton Rd. (RT 35) in Townshend. Eva Peterson was driving south in a 2017 Honda Fit. She looked away from the road and the vehicle veered left of center and went off the east side of the road. The Honda struck a granite mailbox post and a utility pole breaking both in half. The Honda had  front end damage and airbag deployment. Peterson suffered a bruised knee and a small piece of glass in her eye, which was removed at the scene by Rescue Inc. She did not seek medical treatment at a hospital. Green Mountain Power responded to deal with the utility pole and wires. She was issued a warning for violating Title 23 VSA 1038, Driving on roadways laned for traffic.

Dimick was traveling south on North Craftsbury Road at low speeds when he veered off of the roadway to the right and was unable to get his vehicle back onto the roadway.  The vehicle then went down a small embankment and overturned onto its passenger side where it came to rest.  Dimick admitted to have not worn his seatbelt but was uninjured.  Wright's Towing retrieved the vehicle.

SUMMARY OF INCIDENT:

 

On 10/27/2018 at approximately 4:10 pm, State Troopers assigned to the St. Albans Field Station responded to a report of a single vehicle that had crashed on Interstate 89 in the area of Mile Marker 106 in the town of Georgia.  Reports from witnesses on-scene described that Barrows was operating erratically prior to the crash. 

 

The subsequent response and investigation revealed that the operator, 28 year-old Rick Barrows of Colchester, VT, was operating his vehicle south on Interstate 89 when he exited the median side of the roadway.  Barrows’ vehicle struck a rock ledge and rolled over twice during this crash.  It was determined that Barrows was driving his vehicle while under the influence of drugs which led to his inability to maintain the roadway.  Barrows was placed under arrest for this offense and ultimately processed at the St. Albans Barracks.  

 

At the conclusion of the processing, Barrows was released with a citation to appear in Franklin County District Court on 12/17/2018 at 1:00 pm to answer the charge of DUI.
