SUMMARY OF INCIDENT:

On June 13th, 2018, I assisted Troopers from the St. Albans Barracks in a joint

saturation patrol on Interstate 89, in and around the construction zone near the

town of Georgia, in Franklin County. The purpose of the patrol was to enforce

motor vehicle laws, and promote safe driving on our roadways.

While traveling northbound on Interstate 89, I observed a black Volkswagen Passat

traveling at a greater rate of speed than the posted 65mph limit in the travel

lane of the interstate. As I approached the vehicle in the passing lane, the

vehicle accelerated to speeds over 100mph ultimately reaching a speed of 110mph.

A motor vehicle stop was then conducted near mile marker 111 in the Town of

Fairfax, VT.

The operator was identified as Joseph Sakkal (57) of Montreal, QC. Sakkal was

taken back to the Vermont State Police barracks, where he was fingerprinted and

photographed. Sakkal was then released on a citation to appear in Franklin

County Superior Court on August 13, 2018 at 1pm.
