SUMMARY OF INCIDENT: On April 12th, 2018 at approximately 2308 hours Troopers with Vermont State Police St. Albans were advised of a robbery that had taken place roadside on Stanley Road at the intersection with VT Route 236 in the town of Franklin.

 

Responding Troopers met with the victims Duane Delisle and Jennifer Martin, at the scene. Delisle advised that he pulled over to check on a vehicle that he thought was disabled on the side of Stanley Road. Upon pulling over, a male the victims identified as Stephen Salyer (age 33, of Enosburg) and a male known only to the victims as "Steve" who was allegedly armed with a bolt action rifle exited the vehicle and forced the victims out. Delisle advised that the two males took cash, his cell phone, the keys to his car, and then left the scene in a light colored sedan.

 

The victims identified a female who was with the two males as Kristen Verchereau (age 33, of Swanton), and the armed male as her boyfriend "Steve". Investigation revealed that this male was Steven Bessette Jr. (age 31, of Swanton) and that the vehicle involved was registered to him.

 

Troopers, assisted by Franklin County Sheriff's Deputies and officers with Swanton Police Department searched the area for the vehicle involved to no avail.

 

On April 18th officers with St. Albans Police Department affected a motor vehicle stop on Stephen Salyer for unrelated reasons. Troopers responded and took custody of Salyer without incident while St. Albans Police Department seized his vehicle and towed it from the scene in order to apply for an unrelated search warrant.

 

Salyer was ultimately lodged at Northwest State Correctional Facility for lack of $25,000 bail and appeared before Franklin County Superior Court on April 19th to answer the charge of Assault and Robbery. Per order of the court, Salyer was released with conditions after his arraignment.

 

On April 19th, Troopers with Vermont State Police St. Albans located, interviewed, and subsequently arrested both Verchereau and Bessette Jr. Verchereau was released with a citation to appear before Franklin County Superior Court on June 4th, 2018 to answer the charges of Conspiracy and Aiding in the Commission of a Felony. Bessette Jr. was lodged at Northwest State Correctional Facility for lack of $25,000 bail. He is due to appear before Franklin County Superior Court on April 20th, 2018 to answer the charges of Assault and Robbery as well as Reckless Endangerment.

 

This investigation is ongoing and additional charges are pending.
