Westminster Barracks / Excessive Speed and Negligent Operation

LOCATION: Interstate 91, northbound mile marker 10/10, Town of Brattleboro

VIOLATION: Excessive Speed and Negligent Operation

 

ACCUSED: James A. Lugo                                                            

AGE: 31

CITY, STATE OF RESIDENCE: Townshend, VT

 

SUMMARY OF INCIDENT: On 08/02/2017 at approximately 0725 hours, a member of the Vermont State Police was conducting speed enforcement in the construction zone on Interstate 91 northbound (West River Bridge Project) in the Town of Brattleboro. While monitoring traffic, the Trooper observed a vehicle pass three vehicles on the right in the merging lane at an extremely high rate of speed. The vehicle was captured traveling 88 miles per hour in the posted 50 miles per hour zone by use of a handheld laser speed measurement device. Traffic was moderate at the time of the incident.  

 

The vehicle stopped without incident. The operator of the vehicle, James Lugo was taken into custody. Lugo was transported to the Vermont State Police Westminster Barracks for processing. Lugo was issued a citation to appear in the Vermont Superior Court, Windham Criminal Division to answer to the charges of Excessive Speed and Negligent Operation.
