SUMMARY OF INCIDENT:

 

On August 13, 2017 at approximately 0011 hours, members of the Vermont State Police –Rutland Barracks and the Rutland County Sheriff's Department responded to the complaint of a loud party located at a residence on Notch Road in the Town of Mendon. Upon arrival, law enforcement located the incident 251 Notch Road. Troopers and deputies encountered several people under the age of 21 who were found to have consumed alcohol. Further investigation lead to the issuance of a search warrant for the residence. Law enforcement executed a search warrant on the residence and obtained additional evidence of underage drinking and enabling consumption by minors, a criminal offense. This evidence included information that the homeowners/parents, Paul and Justine Ligon were aware of and present during the underage drinking. Several additional underage drinkers were located within the residence along with a small quantify of marijuana, which was located in an area under Paul Ligon’s control. A total of thirteen (13) persons under the age of 21 were found to have been consuming alcohol. The youngest of the group were two 16 year olds. Each underage drinker was issued a Notice of Violation and released to their parents or taken home as appropriate. Several people were known to have fled the residence on foot prior to law enforcement arrival.

 

Paul and Justine Ligon, were present inside the residence during this incident. They both displayed signs of intoxication. Both Paul and Justine Ligon were arrested for Enabling consumption by minors, a violation of Title 7 VSA 658 and transported to the Vermont State Police Barracks in Rutland Town. They were processed and later released on citations to appear at Vermont Superior Court, Criminal Division on September 18, 2017 at 0830 hours.
