SUMMARY OF INCIDENT:

                In February of 2017 officials with the Vermont Department of Corrections

notified the Vermont State Police of potential ongoing time sheet fraud that was

been committed by one of their employees, Chad Newton.  Newton, a corrections

officer employed at the Southern State Correctional Facility, was placed on paid

administrative leave so that an investigation could be conducted. 

                Several months of time sheet records analysis was conducted by SSCF

officials and detectives from the State Police.  From 2013 to 2017, Newton was

found to have engaged in fraudulent claims in which he would submit time sheets

stating that he worked a regular shift when he had in fact been on vacation or

sick leave.  He also submitted time sheets for overtime that he never worked.

Total financial losses to the state for the fraudulent claims was estimated to

be in excess of $6,000.00. 

                On August 4, 2017 Newton was arrested and released with a citation to

appear in Windsor County Court on August 29, 2017 to answer the charge of False

Claims.  This is a felony count due to the financial losses being over $500.00.

Newton is still on paid administrative leave from the Department of Corrections.
