SUMMARY OF INCIDENT: On July 1, 2017, at approximately 8:11 PM, the Vermont State Police Westminster Barracks received a report of male subject that was walking barefoot with no shirt causing a traffic hazard by squatting in the middle of the road on Route 30 and Grafton Road in the Town of Townshend. Members of the Vermont State Police responded to the area and made contact with Noah C. Hearn, 40. Hearn was subsequently arrested for disorderly conduct and unlawful mischief and was transported to the Winhall Police Department for processing. Hearn was subsequently lodged at Southern State Correctional Facility until sober.
