SUMMARY OF INCIDENT: On 07/28/2017 at approximately 2014 hours, the State Police conducted a motor vehicle stop on US Route 5 in the town of Derby. Investigation revealed that the operator, Chelsie Blais, was operating the vehicle without a valid driver’s license. Blais also had prior convictions for operating without a license. Blais was given a citation to appear in Orleans County Court and released on scene.
