SUMMARY OF CRASH: Troopers with the St. Johnsbury Barracks was alerted by 911 of a car off the road on Portland St. in St. Johnsbury, Vermont.  The car was reported to have drove through a building and crashed into a tree. An officer with the St. Johnsbury Police Department arrived on seen while a trooper arrived shortly after.  37-year-old Melanie Harmon was identified as the operator of the vehicle. After speaking with the driver and assessing the scene, it was determined that Harmon was under the influence of drugs. Harmon was subsequently arrested, processed, and charged with DUI Drugs, Careless and Negligent Operation, and Aggravated Operation Without Owners  Consent.
