SUMMARY OF INCIDENT:

 

                On 05-07-17 at 05:48 hours the Vermont State Police were called to Kirby

Drive in Rochester for a out of control subject in a residence.  Troopers from

the Royalton Barracks responded to the scene.  Upon arrival the subject had left

the residence and was located in front of the Rochester High School.  He was

identified as John Waters.  The investigation revealed Waters broke a window and

gained access into the Rochester High School through the Welding shop and

removed several items.  Waters was also charged with Unlawful Trespass to

Thrailkill's apartment and Sullivan's room at the residence on Kirby Drive.

Waters was taken into custody and transported to Gifford Medical Center for a

Mental Health Evaluation.   Waters was held at Gifford on a Emergency

Examination and was cited into Windsor County Superior Court Criminal Division

on 05-08-17 at 13:00 hours.
