VIOLATION: DUI-refusal, operating a motor vehicle without the owners consent,

burglary, possession of stolen property, violation of conditions of release.

SUMMARY OF INCIDENT: On the morning of April 25, 2017, Troopers with the Vermont State Police, Westminster barracks investigated several reported thefts in the Putney and Westminster area. During the investigations a vehicle reported stolen by the Town of Putney was located by a Trooper, was stopped and seized. A search warrant was granted and some of the contents of the vehicle were found to be stolen property. The operator of the vehicle at the time of the stop was identified as Justin Clouart. Clouart was suspected of being impaired. Clouart was arrested and transported to the Westminster barracks where he was processed and held without bail. Clouart was released into the custody of the Department of Corrections at the Southern State Correctional Facility.
