SUMMARY OF INCIDENT: State Police have concluded an investigation into the attempt to Traffic Heroin into VT from MA by four VT residents. On March 21, 2017 the Massachusetts State Police stopped Jesse Ramcke and Travis Pelletier in a 2003 green Chevy Malibu(Jamie Cross' Vehicle) on I91 NB in Bernardston, MA. MSP recovered 601 bags of heroin from the vehicle and Ramcke and Pelletier were arrested for Possession to Distribute a Class A Drug and Conspiracy to Violate Drug Law in the State of Massachusetts.

After learning of the MSP stop, the Vermont State Police began an investigation into Pelletier for Violating Conditions of Release reference a March 16, 2017 car stop in Hartford, VT in which Pelletier along with Clair Deslandes Sr and Logan Dupuis were arrested for possessing 1418 bags of heroin. The 3-21-17 investigation by the VSP determined that Deslandes, Pelletier, Ramcke and Cross conspired to have Ramcke and Pelletier purchase heroin in MA on 3-21-17 and return to Island Pond, VT to use and sell the heroin. The investigation also determined that Pelletier violated his conditions of release pertaining to the 3-16-17 arrest by violating his curfew, leaving Essex County VT and possessing heroin.

All four subjects have been cited to appear in Windsor Superior Court-Criminal Division on May 23, 2017.
