SUMMARY OF INCIDENT:

On 4/2/17 at approximately 0514 hrs, Troopers were called to the intersection of

County Road and Rice Road in Hartland, Windsor County in response to a report of

a vehicle parked in the middle of the roadway with one occupant who was asleep.

Troopers learned the operator of the vehicle was taken to Mount Ascutney

Hospital for evaluation. After obtaining information at the location of the

vehicle, Troopers arrived at Mount Ascutney Hospital to speak with the operator.

Joseph T. Hamel of North Hartland, Windsor County was identified as the operator

of the vehicle. Hamel said he was tired from shoveling and plowing for the last

two days and decided to pull his vehicle over to take a quick nap. After further

investigation, Troopers determined Hamel was currently under criminal suspension

in the State of Vermont for two prior DUI convictions. Troopers performed

Standard Field Sobriety Tests with Hamel and determined he had been driving

under the influence earlier that morning. Hamel was transported to the Windsor

Police Department where he was processed for DUI #3 and DLS.
