SUMMARY OF INCIDENT: On 3/28/17 at approximately 1919 hrs, Troopers from the Vermont State Police - Royalton stopped a white 2006 Hyundai Elantra on US Route 5 in Hartland for failure to display a front or rear registration. The operator was identified as Matthew Thomas of Hartland, Windsor County. Thomas stated to Troopers he was performing a quick road test on the vehicle after performing some maintenance. The vehicle was recently purchased but had no valid registration nor was it pending transfer. Troopers also determined Thomas had a New York State operator license which was expired since 2014. Troopers determined Thomas had been drinking that evening. After administering Standard Field Sobriety Tests, Troopers made the decision to arrest Thomas for Driving Under the Influence. Thomas was taken to the Hartford Police Station for processing and to provide an evidentiary breath sample. Thomas was cited to appear at the Windsor County Superior Court on 4/18/17.
