VIOLATION: DUI#1-Refusal

ACCUSED: Joshua Bley
AGE: 36
CITY, STATE OF RESIDENCE: Lincoln

SUMMARY OF INCIDENT: On March 10, 2017, at approximately 1339 hours, Bristol Police Department was dispatched to the Maplefields convenience store for a report of an intoxicated male approaching females at the gas pumps. Due to the provided description of the male and his vehicle, Bristol PD recognized the male from a DUI arrest earlier in the day. Vermont State Police responded to assist Bristol PD.

The male was attempting to drive his car away from the store when he was stopped by Vermont State Police. The male was identified as Joshua Bley. While speaking with Bley, officers observed signs of impairment. Bley performed field sobriety exercises and was subsequently placed into custody and transported to the New Haven Barracks for processing. Bley advised he had smoked marijuana prior to driving, and provided a sample of his breath for a preliminary breath test, yielding a BAC result of .182%

Bristol PD continued investigation of the initial complaint with the staff of Maplefields. It was learned that Bley asked for a cigarette at the register counter, and in exchange reached across the counter to offer a small bag of marijuana for payment. This was verified by the video surveillance at the store.

Vermont State Police charged Bley with DUI#1 refusal. It should be noted that this was the second DUI charge for Bley in the same day, the previous DUI charge stemming from an investigation of stalking in the town of Bristol at approximately 0200 hours.

Bley was lodged at the Chittenden County Correctional Facility for lack of $2,500
