SUMMARY OF INCIDENT:

 

On July 5th, 2016 at approximately 2313 hours the Vermont State Police was notified of a single vehicle crash near 7444 Ethan Allen Highway in Georgia, VT.  Upon the arrival of first responders it was determined that one of the occupants, Leonard Delage, was deceased after having been ejected from the vehicle.  The registered owner of the vehicle involved, Justin Hemond, was found to have also been ejected and in critical condition lying near the final resting place of the vehicle.  Hemond was taken to Northwestern Medical Center and subsequently transported to the University of Vermont Medical Center due to the severity of injuries sustained in the crash.

 

On February 21, 2017, over seven months after the night of the fatal crash, the investigation into who had been the operator of the vehicle came to a head with the arrest of the surviving member of the crash, Justin Hemond.  This arrest serves as the culmination of what has been an in-depth multifaceted investigation on behalf of several assets from the Vermont State Police.  With the help of the Vermont State Police Crash Reconstruction Team, the Vermont Forensic Laboratory and the assistance of several members from the Crime Scene Search Team it was ultimately determined that Hemond was the operator at the time of the crash.  Evidence obtained on scene indicates that the vehicle was traveling south on Route 7 in the town of Georgia when it left the roadway crossing into the southbound shoulder at a significant rate of speed.  The vehicle then rolled multiple times which caused both occupants to be ejected and suffer significant injuries; for Leonard Delage these injuries proved to be fatal.  Further investigation revealed that Hemond was driving under the influence at the time of the crash.  Hemond was ultimately placed under placed under arrest for Driving Under the Influence with Death Resulting and Grossly Negligent Operation with Death Resulting.  Hemond was transported to the St. Albans Barracks for processing. At the conclusion of which he was released on citation to appear at the Franklin County Superior Court on March 20, 2017 at 1300 hours to answer to the aforementioned charges.

SUMMARY OF CRASH:

 

On 07/05/16 at approximately 2313 hours the Vermont State Police was notified of a single vehicle crash near 7444 Ethan Allen Highway in Georgia, VT.  Upon the arrival of first responders it was determined that one of the occupants was deceased after having been ejected from the vehicle.  The operator, Justin Hemond, was found to have also been ejected and in critical condition lying near the final resting place of the vehicle.  Hemond was taken to Northwestern Medical Center and subsequently transported to the University of Vermont Medical Center due to the severity of injuries sustained in the crash.  Initial investigation suggests that high speeds combined with alcohol are likely the underlying factors in this dynamic crash.  With the help of the Vermont State Police Crash Reconstruction Team it was determined that the vehicle was traveling south on Route 7 near the St. Albans town line when it left the southbound shoulder of the roadway ultimately striking a culvert causing the vehicle to roll multiple times before coming to a final position of rest facing north several yards off the roadway in an adjacent field.  Further investigation into the circumstances leading up to the crash is ongoing and if anyone has any information regarding the incident please contact the Vermont State Police St. Albans Barracks at 802-524-5993.
