SUMMARY OF INCIDENT:

At approximately 1230 hours on 2/14/17, The Vermont State Police received a call from the US Customs and Boarder Protection Agency stating they had a 25 year old male and a 13 year old female at the border crossing. US Customs advised the male, Jacob Burnham, had attempted to gain entry into Canada with the 13 year old female. The female was identified as a non-family member of Burnham, and Burnham was refused entry into Canada due to a past criminal arrest. US Customs interviewed Burnham and the female and contacted State Police advising of their concerns. State Police detectives responded to the border and immediately started an investigation in conjunction with the Homeland Security Investigations Unit. Through the investigation, detectives learned that Burnham and the 13 year old female had been engaged in a sexual relationship for a period of time and were traveling to Canada to stay at a hotel for the night to celebrate Valentine’ s Day. Investigation also showed that Burnham had engaged in a sexual relationship with the 13 year old previously at his residence in the Town of Milton. Burnham was placed under arrest and charged with the crime of Sexual Assault and lodged at the Northwest State Correctional Center for lack of $10,000.00 bail. Burnham is scheduled to be arraigned at the Chittenden Superior Court on 2/15/17 at 1000 hours. The 13 year old female was released to a family member at the border. This investigation is ongoing and more charges are possible.
