SUMMARY OF INCIDENT:

In October 2016 the Vermont State Police and St Albans City Police Department began investigating a case involving the manufacture of methamphetamine.  During the course of the investigation, two individuals were identified as possibly being involved in the manufacture of methamphetamine, Rachel Palmer and Joshua Alderman.  On January 20, 2017, VSP St Albans located Rachel, Joshua and Corey Salls in a vehicle.  During the course of the initial contact investigation determined there was enough information to seize the vehicle they were occupying.  A subsequent  search warrant for the vehicle was applied for and granted by the Franklin County Courts, Judge A. Gregory Rainville).  As a result of the execution of the warrant, follow up interviews, and seizures of items in the vehicle, a second warrant was granted by the Franklin County Courts, Judge A. Gregory Rainville, and executed on the residence of Corey and Rebecka Salls in Bakersfield.  On January 25, 2017 the VSP Clan Lab Team, Bomb Squad, Hazmat, VTNG CST, Bakersfield Fire Department, and Enosburgh Rescue participated in the warrant.  As a result of the warrant, evidence to support the charge of manufacture of methamphetamine was located in the residence and Corey and Rebecka were lodged at the Northwest State Correctional Center. 

During the continuing investigation, individuals were identified that were involved in the conspiracy to manufacture of methamphetamine. 

On January 29, 2017, Rachel Palmer was lodged for conspiracy to manufacture methamphetamine and possession of methamphetamine at the Chittenden County Correctional Center. 

On February 1, 2017 the Vermont State Police, St Albans Police Department, Franklin County Sheriff's Department, and the Vermont Fish and Wildlife  worked to apprehend individuals involved in the conspiracy to manufacture methamphetamines.  The Vermont State Police also worked collaboratively with the Department of Children and Family, Northwest Counselling and Support Services and the Northwestern Medical Center Medically Assisted Treatment Team during this investigation to ensure children were safe and the people involved in the case were made aware of programs available to them for treatment.  

The following individuals were arrested; Taylor LaPlante, Jonathan Webb, Casey Corrigan, Janet Morrell, Emily Lussier, Ben Edwards and Jennifer Combs.  There have been Arrests Warrants applied for Alice Edwards, Chad Rocheleau, and Darren Totten.

The investigation is ongoing and there may be additional charges and arrests.  Anyone who may have purchased a product containing pseudoephedrine or any chemicals used in the manufacture of methamphetamine for any of the identified individuals are encouraged to contact the Vermont State Police.
