SUMMARY:
On January 18th, 2017 at approximately 1740 hours the Vermont State Police, St. Albans were notified of a silver Subaru driving erratically northbound on I-89 in the area of exit 18. The caller advised that the Subaru was unable to maintain its lane and had almost caused collisions with multiple other vehicles on the interstate. The caller followed the reckless Subaru off exit 18, where it appeared to break down on Ballard Road near Waller Road. Before disconnecting, the caller told State Police dispatch that a lone male exited the Subaru.

Troopers responding to the scene identified the male to be Robert Abair (age 28) of Milton, who was known to Troopers through prior law enforcement encounters. Abair advised that his sister was driving the vehicle and that he was simply staying with it while she went to get gas for the vehicle. Troopers subsequently conducted an investigation that revealed Abair to be the operator and to be operating a motor vehicle while under the influence of drugs. Abair was placed under arrest and transported to the St. Albans State Police Barracks for processing. At the conclusion of processing he was issued a citation to appear before Franklin County Superior Court on January 30th, 2017 to answer the charges of DUI Refusal.
