INCIDENT:  Distracted Driving Patrol

 

SUMMARY OF INCIDENT:  On the above date and time member from Royalton Barracks conducted a saturation patrol on Interstate 89 in the Town of Sharon for the purpose of focusing on drivers that were using cell phones in violation of hands free law.  The enforcement patrol lasted for approximately two and a half hours, during which time troopers conducted 23 motor vehicle stops.  This resulted in the issuance of 12 tickets for violations of the hands free cell phone law, with 2 other tickets being issued for different offenses.  A total of 9 written warnings were also issued during the enforcement patrol.

On 09-20-17 during the morning hours, Troopers from the Rutland Barracks conducted a saturation patrol on USRT 4 and VTRT 22a in the towns of Fair Haven and West Haven. The purpose of this patrol was to enforce speed violations, and ensure seatbelt use.  A total of 16 motor vehicles were encountered.

 

The Vermont State Police would like to remind motorists to drive responsibly, stay alert and help us keep Vermont roads safe.

SUMMARY OF INCIDENT:  On September 13, 2017, at approximately 0700 hours, State Police responded to a report of a property damage crash that occurred on a public highway known as VT RT 22A in the Town of Shoreham, Vermont. The investigation revealed that Carbuccia-Lahoz had driven his commercial motor vehicle off of the road and struck a power pole. This collision destroyed the power pole and cause significant damage to the commercial motor vehicle's trailer. Carbuccia-Lahoz fled the scene and was stopped by the Vergennes Police Department by the Kennedy Brother's complex. Carbuccia-Lahoz was taken into custody, processed, issued a citation and released. Carbuccia-Lahoz was ordered to appear in Addison District Court, Criminal Division, on November 27, 2017, at 12:30 PM to answer to the charge of leaving the scene of a crash.

During a search of the surrounding area, Troopers located New in the woods a short distance from the victim’s residence.  While searching New, Troopers located property belonging to the victim and regulated drugs in News’ clothing.  New was also found to be in violation of the APO. 

 

New was taken into custody for the above violations and later lodged at Marble Valley Regional Correctional Facility for lack of $1,000 bail.

On the above date and time the Vermont State Police in Shaftsbury were notified that tools were stolen from a residence in Shaftsbury in recent weeks.  Investigation determined Bryan J. Kenyon stole approximately $5,000.00 in tools.  Some of the tools were determined to have been sold by Kenyon.  Kenyon is under the supervision of Probation and Parole and was found to be in violation of his conditions.  Kenyon was arrested and transported to the Shaftsbury barracks for processing.  Kenyon was transported to the Marble Valley Correctional Facility (MVRCF) by Probation and Parole and lodged for violating his probation conditions.  Kenyon was issued a criminal citation to answer to the above charges at the Vermont Superior Court, Criminal Division, Bennington Unit on 10/30/17.

SUMMARY OF INCIDENT: On 09/18/2017, at approximately 2118 hours, Barnet Fire
Department responded to a report of a structure fire at a residence located at
1708 Groton-Peacham Rd in Barnet. Upon arrival on scene, fire personnel
encountered a large barn fully engulfed in fire. Fire personnel worked to save
an adjacent residence that had also begun to burn. Fire personnel were able to
save a large portion of the residence.

No person(s) or animal(s) were injured in the fire.

Barnet Fire Chief contacted the contacted the Vermont Department of Public
Safety Fire Investigation Unit at approximately 2300 hours for assistance in 
conducting an Origin and Cause investigation.

On 09/19/17, at approximately 0730 hours, the above mentioned investigators On
September 13, 2017, the above mentioned investigators began an examination of
the scene. It was determined that due to the degree of fire damage, a definitive
cause of the fire could not be identified at this time. The classification of
this fire is undetermined and the case remains under investigation.

SUMMARY OF CRASH:

VSP Troopers happened upon a single vehicle rollover crash  that had just occurred on I-91 north in Newbury on 09/15/2017 at approximately 1138 hours.  Crash investigation found a 2009 Toyota Corolla driven by Cody Thompson had rolled several times after Thompson had fallen asleep at the wheel. Drug use is believed to be a contributing factor in the crash. Thompson was not injured.

Troopers subsequently executed a search warrant on Thompson's vehicle on 09/19/2017. The search yielded over one ounce of marijuana, cannabis oil, hashish, and marijuana paraphernalia.  Thompson was issued a citation to appear in Orange County Court on 11/15/2017 to answer the charges of negligent operation and possession of marijuana.

Continuing efforts begun earlier this year, troopers with the Williston Barracks will be patrolling Chittenden and Lamoille County town and state park hiking access points through the fall foliage tourism season, conducting foot patrols in the parking lots, and speaking to citizens in a community policing effort.  

 

To this point in 2017 there have been 15 car break-ins reported to the Williston Barracks compared to 39 at the same time last year, with 3 occurring at town or state hiking access points.  In 2016, 49 total car break-ins were reported to the Williston Barracks, with 25 occurring at hiking access points.

SUMMARY OF CRASH: On September 13, 2017 at approximately 00:05 hours Vermont
State Police responded to a single vehicle collision located at the intersection
Creek Road and Dewey Road in the Town of Salisbury. Further investigation
revealed that the operator of the vehicle later identified as Danielle Austin
(DOB: 12/16/1977) was traveling west on West Salisbury Road and lost control of
her vehicle.  Austin lost control of her vehicle and subsequently collided with
a utility pole.  Investigation revealed that Austin was not wearing her
seatbelt.  Investigation also revealed that alcohol is likely a contributing
factor to this collision. 

Austin was initially transported to Porter Medical Hospital in Middlebury to
receive treatment for her injuries.  Austin was later airlifted to UVM Medical
Center as it was determined her injuries were life threatening.  Austin is
listed as being in critical condition at this point. 

On September 13, 2017 at 15:32 hours Austin subsequently died due to her
injuries she sustained during the collision.  This case is active as Vermont
State Police are still investigating the incident.

At approximately 1841 hours, troopers stopped a vehicle for speeding, on VT Route 103, in the area of Lincoln Hill Rd. The operator was identified as Brittney M. Stone. Stone displayed signs of alcohol impairment and was screened for DUI. She was subsequently taken into custody and transported to the Vermont State Police barracks in Rutland Town. She was processed for DUI and later released on a citation to appear at Vermont Superior Court, Criminal Division, on October 9, 2017.

SATURATION PATROL

 

On September 18, 2017, between 17:30 and 20:00 hours, Troopers from the Rutland Barracks conducted a saturation patrol on VT Route 103, spanning the towns of Clarendon, Shrewsbury, Cuttingsville and Mt. Holly. The focus of this patrol was to remain highly visible- stopping individuals who were speeding/ driving aggressively and to arrest individuals operating under the influence of alcohol and/or drugs. 

 

During this detail, Troopers initiated nine (9) traffic stops, issuing 4 VCVC’s (tickets) and 6 written warnings.  One (1) operator was arrested for Driving Under the Influence (DUI).  A second operator was found to be operating with a civilly suspended driver’s license.
