During the course of the investigation it was learned Jason Amsden was a person of interest. Amsden was located on Daisy Lane while operating a motor vehicle. While speaking to Amsden he displayed signs of impairment and consented to conducting Standardized Field Sobriety Tests. Amsden was subsequently taken into custody, transported to the State Police Barracks in Rutland, where he was processed for suspicion of DUI. Amsden was released on citation to appear at Vermont Superior Court, Criminal Division at a later time and date.

Laws was subsequently arrested and transported to the New Haven Barracks for processing. Laws was released on citation to appear at the Addison County Court of June 19, 2017 at 12:30 hours to answer to the charge of Driving while License Suspended.

motor vehicle, Archie Domina Jr., 29, of Fairfield, VT, provided a false

identity and was suspected of operating the motor vehicle while under the

influence of drugs. Investigation revealed that Domina Jr. also had two active

misdemeanor arrest warrants out of Franklin County, Vermont.

                Domina Jr. was placed under arrest and transported to the VSP St. Albans

Barracks for processing. Domina Jr. was ultimately lodged at the Northwest State

Correctional Facility on $1,500.00 bail. Domina Jr. was also issued $486.00

worth of Vermont Civil Violation Complaints and a citation to appear at the

Franklin County Superior Court on June 12, 2017 at 1300 hours to answer to the

charges of driving under the influence, and false reports to law enforcement

authorities

Upon speaking with the operator, identified as Sean Devoid, Troopers could smell an odor of intoxicants emitting from his person. Further investigation found that he had been drinking alcoholic beverages prior to the stop. Devoid was subsequently screened and then placed under arrest for suspicion of Driving Under the Influence of Intoxicants, DUI #2.

Devoid was transported to the New Haven Barracks for processing and later released on a citation.

SUMMARY OF INCIDENT:  On May 22nd, 2017 at approximately 9:45 PM a 911 caller reported a fire at 71 Wolcott Street in Hardwick.  Initial reports, cell phone photos, and witnesses all placed the fire on the second floor of the vacant building.  Upon arrival of the Hardwick Fire Department and surrounding fire departments, the building was fully engulfed in flames on the 2nd and 3rd floors.  Once the fire was contained the Hardwick Fire Chief, Tom Fadden, contacted the Vermont State Police Fire Investigation Unit to request an origin and cause investigation.  On the morning of May 23rd, 2017 Detective Sergeant Todd Ambroz began an examination of the scene.  The building was unsafe, had collapsed inwards, and was smoldering quite heavily.  The Vermont State Police Arson K9 detection team was summoned to the scene along with an excavator.  Once both were on scene the excavator was able to remove the building in layers an allow the accelerant detection K9 and handler, Detective Sergeant Steve Otis, to search the debris for accelerants.  The K9 team located several floor boards which appeared to have the presence of an accelerant.  The floor boards were collected as evidence and will be taken to the Vermont Forensic Laboratory in Waterbury to have further testing done on them.  Nobody was injured in the fire, but the building is considered a complete loss.  The vacant structure did not have any electricity nor was it heated by any gasses or fuels. After analysis by the Vermont Forensic Laboratory, the suspected narcotics were tested and found to be: Approximately 12 grams of powder cocaine, MDMA (ecstasy),  Clonazepam which is a regulated drug, and a civil amount of Cannibas (Marijuana). Based on these results, additional drug charges will be filed with the Chittenden County State’s Attorney. Keller has already been arraigned for DUI#1, Negligent operation, and Leaving the scene of a collision which are charges related to the initial collision.

SUMMARY OF CRASH: On April 2, 2017 at approximately 1008 hours VSP Williston Troopers responded to the report of a single vehicle rollover collision on I89 at MM 79 southbound in the town of Richmond. Initial information was that the operator, later identified as Christopher S. Keller, rolled his car and was running from the crash scene down the interstate. Richmond Police arrived and were able to stand by with Keller until VSP units arrived. Through investigation it was found that Keller was impaired by alcohol. During the investigation Troopers also located a zip log bag of suspected narcotics on Keller's person. The suspected narcotics (13 individually wrapped plastic sandwich bag corners of a white powdery substance) will be sent to the Vermont Forensic Laboratory for drug analysis. Keller provided an initial PBT of .119% Keller and was subsequently processed for DUI at the Williston State Police Barracks. Keller was released on a citation to appear in Chittenden District Court on April 20, 2017 at 0815 hours. Troopers were assisted at the scene by Richmond P.D. as well as Richmond Rescue.

SUMMARY OF INCIDENT:

 

On 05-02-2017 the Vermont State Police were notified of a suspicious complaint in the Town of Sunderland. It was stated Bradley J. Corliss of Arlington, VT had gone to a residence attempting to sell two firearms. Upon further investigation, it was revealed that Corliss if Brady Disqualified and not permitted to be in possession of any firearms. Corliss was later issued a criminal citation to appear in Bennington Superior Court-Criminal Division on 08-21-2017 at 0815 hours to answer to the charges of Person Prohibited from Possessing Firearms & False Information to a Police Officer.

convictions. Lotspeich was subsequently arrested and transported to the

Williston State Police Barracks for operating a vehicle after suspension.

SUMMARY OF INCIDENT: On 5-23-17, Vermont State Police in Middlesex responded to a Larceny that occurred at the address above. Investigation showed that two individuals arrived at this address and one individual stole several items to include a chain saw, miscellaneous tools and a logging helmet, while the other drove a truck to the location. Attached is a picture of the vehicle involved.

On May 23rd 2017, Troopers responded to a theft of two kayaks from a residence in North Pownal.  The Kayaks were stolen during the evening hours of May 22nd or early morning on May 23rd. They were described as children sized kayaks, about 8 feet in length. SUMMARY OF INCIDENT: On 05-22-17, at approximately 2029 hours, Vermont State Police responded to a report of a single vehicle off the road in Vershire. Upon arrival Troopers spoke with the driver, Perkins, who said that the throttle on his 1997 Ford Truck had stuck. Tire marks in the roadway indicated a vehicle had spun its tires prior to the point of impact. Perkins said that the stuck throttle caused his vehicle to go off the road. During the investigation Perkins showed signs of impairment and was arrest for suspicion of DUI. He was later released on a citation to appear.

On May 22nd, 2017 at approximately 1844 hours the Vermont State Police received a report of a road rage incident on Route 104 in Fairfax.  The subsequent investigation revealed that Mason Farrell, age 19 of Fairfax, committed the crimes of Disorderly Conduct and Negligent Operation.  Farrell was placed under arrest and transported to the St. Albans Barracks for processing.  At the conclusion of which Farrell was released on citation to appear in Franklin County Superior Court Criminal Division on 06/19/17 at 1300 hours to answer to the aforementioned charges.
