SUMMARY OF INCIDENT:

On the above date and time, troopers responded to a report of a dog left in a vehicle for an extended amount of time. The complainant advised the dog was removed from the vehicle by a 3rd party, after approximately 40 minutes without the owners returning to the vehicle. The dog which was reported to be lifeless, was cooled off and given water before troopers arrived. The suspect vehicle was parked in the sun, with the windows slightly cracked and a sun visor across the front windshield. Based on the outside temperature, the duration of time the owners were gone and witness statements on the condition of the dog, the owner was cited into Washington County Superior Court Criminal Division to answer to the charge of Animal Cruelty. The dog appeared to make a full recovery and was given back to the owner after cooling off.

SUMMARY OF INCIDENT: Between June 1st and July 12th, 2017, members of the Vermont Drug Task Force conducted arrest operations in the Chittenden and Franklin County areas after several months of investigation. The Vermont Drug Task Force was assisted by the Williston State Police Barracks, St Albans Police Department, Burlington Police Department, Vermont Department of Corrections (Probation and Parole), and the Grand Isle Sheriff’s Department while executing these arrests. This enforcement action took place following numerous drug investigations into the distribution of heroin and cocaine in both Chittenden and Franklin County areas. To date, (7) seven defendants have been arrested on charges of sale of heroin, sale of cocaine, and sale of narcotics.  All defendant were processed and issued criminal citations to appear at the Chittenden Superior Court of Vermont or Franklin Superior Court of Vermont Criminal Division on later dates.   These investigations are being prosecuted by the Chittenden and Franklin County States Attorney’s Office.

            The Vermont State Police and the Lamoille County Sheriff's Department request the publics assistance in locating two missing/runaway juveniles. Trystine Brennan-Hess, 16 year old female and Darren Dunwoody, 17 year old male who are thought to be together due to their relationship. They ran away from their respective parent/guardian(s), one on June 21 and the other on June 22, 2017. Brennan-Hess from Eden Mills and Dunwoody from Hyde Park. While there is indication of some communication, they have not been seen since they left, they are still on the run & there is concern for their safety.

 

            When Dunwoody left he was wearing a black hoodie, brown jogging type pants, black and white high top sneakers, he also left with a dark colored backpack that had a Copley Hospital logo on it. The limited information regarding attire of Brennan-Hess is she was wearing jeans and black and white Adidas sneakers.

On July 21, 2017 at approximately 7:50 am, a member of the Vermont State Police was participating in VSP operation STRIVE (Safe Travel on Roads In Vermont Everyday), which focuses on deterrence and enforcement of Speed, Aggressive Driving and Distracted Driving, when he stopped a Chevrolet trailblazer which was traveling northbound on Interstate 91 (I91) in Guilford for speeding.  During the course of the roadside encounter, a member of the State Police developed probable cause to be the occupants of the vehicle possessed contraband (Marijuana).   A passenger in the vehicle, identified as Mr. Alexander MacDonald Jr, 22 of Belchertown, MA, was arrested for Possession of Marijuana >1 ounce.  Mr. MacDonald was arrested for Possession of Marijuana released on a citation to report to the Vermont Superior Court, Windham Criminal Division on September 26, 2017 at 8:00 am for arraignment.

SUMMARY OF CRASH:

 

On 7/21/17 at approximately 0215 hours, VSP-Derby Troopers were dispatched to a single-vehicle crash with injuries at the intersection of Hollow Rd and Cross Rd in the town of Barton.  Upon their arrival, the vehicle was found in contact with the dirt slope on the east side of Hollow Rd.  The 5 occupants of the vehicle were out of the vehicle and multiple injuries were observed.  The operator was identified as Dylan Holmes-Sanborn, who was found not to be in possession of a valid operator’s license, and also found to have been operating the vehicle without the owner’s consent.

 

A preliminary crash investigation revealed Holmes-Sanborn had been operating on Cross Rd at an imprudent speed, crossed the intersection of Cross Rd and Hollow Rd, and collided with the dirt slope.  Holmes-Sanborn, along with the 4 juvenile passengers, were transported to North Country Hospital by EMS.  The 4 passengers’ injuries are considered to be serious, and DHART air medical transport was requested.

 

Multiple Fire, EMS and tow services responded to the scene as well.

 

This incident remains under investigation and updates will be released as they develop.

Douglas was released on conditions and issued a criminal citation to appear in Vermont Superior Court, Windham Criminal Division, on July 21st, 2017 at 1230 hours to answer to the charge of domestic assault.

Upon contacting Elwood, it was suspected he was operating a motor vehicle while under the influence of alcohol. Subsequent investigation revealed that Elwood was in fact under the influence of alcohol at the time of operation. Elwood was placed under arrest and brought to the St. Albans State Police Barracks for processing. Elwood was charged with Driving Under the Influence #2, and released with a citation to appear before Franklin Superior Court on August 21st 2017, at 1300 hours in order to face the aforementioned charge.

SUMMARY OF CRASH: On July 20th, 2017 at approximately 1924 hours Vermont State Police St. Albans was notified of a single vehicle slideoff on VT Route 105 in the area of The Pinecone, in the town of Berkshire.

 

Responding Troopers were notified that a Border Patrol agent had discovered the vehicle unoccupied and while on scene, the operator returned claiming he had gone looking for help.

 

Once on scene Troopers spoke with the operator and defendant who was identified as Jeffrey Marcoux (Age 60) of Richford who advised he had lost control of the vehicle and gone off the road while trying to avoid an animal in the roadway.

 

Further investigation determined that Marcoux had been operating a motor vehicle while under the influence of alcohol at the time of the crash. He was arrested and transported to the St. Albans State Police Barracks for processing. At the conclusion of processing Marcoux was released with a citation to appear before Franklin County Superior Court on July 31st, 2017 at 1300 hours to answer the charge of Driving Under the Influence (DUI #2).

SUMMARY OF INCIDENT:

 

On 07-20-17, at approximately 1505 hours, Vermont State Police were conducting speed enforcement on I-89 near the town of Swanton. Guttilla was observed traveling 107mph while traveling south on the Interstate. Guttilla continued at a high rate of speed and was eventually stopped on I-89 near St. Albans.  

 

Guttilla was taken into custody and was processed at the State Police Barracks in St. Albans for the charge of Careless & Negligent Operation. Guttilla was released on a citation to appear in the Franklin County Court on September 05, 2017 for the above aforementioned charge.

Investigation by Vermont State Police revealed on the morning of July 9, 2017, Brandon Laplante (18) caused physical harm to the juvenile victim by punching the victim and threatening harm to the victim with a knife in the town of Newport, VT.  Laplante was arrested and issued a citation to appear in Orleans Criminal Court on September 19, 2017.

SUMMARY OF INCIDENT:
On June 29, 2017, New York State Child Protective Services (CPS) contacted the Vermont State Police requesting assistance investigating an injury they observed on a 3-year-old child. 

Further joint investigation between CPS, Detectives with the Vermont State Police- Bureau of Criminal Investigations Unit and the Rutland County State Attorney’s Office has resulted in the arrest of Benjamin Gates, age 33, of Pawlet (VT). 

The investigation revealed Gates, who is a friend of the victim’s mother, injured the child while spinning a knife around on a rope.  The knife struck the child on the back of the neck, near the base of the child’s skull, causing minor injury. 

Gates has been issued a citation ordering him to appear in Rutland County Superior Court, Criminal Division, on August 28, 2017, at 08:15 hours to answer to the above charges.
