SUMMARY OF CRASH:

 

On December 31, 2016, at 1614 hours, the Vermont State Police were notified of a snowmobile crash in the town of St. Johnsbury, VT, on Rabbit Plains Road near Houghton Bridge Road. Upon arrival, EMS and fire were present. Investigation revealed the snowmobile was being operated on private property off of Rabbit Plains road when it collided with a tree. The events leading up to the crash are still under investigation. The operator, Amanda Dick, was pronounced deceased on scene due to injuries sustained in the crash.  Dick was not wearing a helmet.  A juvenile passenger on the snowmobile was transported to Dartmouth Hitchcock Medical Center with non-life threatening injuries.

SUMMARY OF CRASH:

On  the early morning of 12-31-16, State police were notified of a vehicle off

the side of the roadway on Vail Drive, in the town of Lyndon VT. Upon arrival

State Police located Vehicle 1 off the side of the roadway. State Police made

contact with the operator who was identified as Herbert (25).  During the

investigation, Troopers observed a moderate odor of intoxicants emanating from

Herbert. Herbert agreed to preform Standardized Field Sobriety Tests, and also

voluntarily submitted to a Preliminary Breath Sample roadside which revealed a BrAC of

.153%. Herbert was taken into custody and processed for suspicion of DUI.

Herbert is due to appear in Caledonia Criminal Court to answer to the charge of

DUI on 01-23-17 at 0830 hours.

At approximately 0106 hours, troopers stopped a vehicle on US Route 4 near the Killington Post Office for several traffic violations. The operator was identified as Gregory W. Zullo. He displayed signs of impairment and was screened for DUI. Zullo provided a preliminary breath sample, resulting in a .130 BrAC. He was taken into custody and transported to the Vermont State Police Barracks in Rutland Town. At the conclusion of DUI processing, Zullo was issued a citation to appear at Vermont Superior Court, Criminal Division on January 17, 2017 at 1230 hours, to answer to the charge of DUI. He was later released to a sober party.

The operator was identified as Stephanie Evers, age 58, of Norwalk, Connecticut. Evers displayed signs of impairment throughout the course of the motor vehicle stop, and was subsequently screened for suspicion of driving under the influence. At approximately 0053 hours, Evers provided a preliminary breath sample which measured her breath alcohol content (BrAC) as a 0.089%. Evers was taken into custody, and transported to the State Police Barracks in Rutland, where she was processed for suspicion of DUI. Evers was later released on citation to appear at Vermont Superior Court, Criminal Division at a later time and date.

On Friday December 30th 2016 the Vermont State Police conducted a directed saturation patrol of the Manchester/Winhall VT area.  Troopers from the Shaftsbury barracks participated in this vehicle enforcement event.

Police contacted 35 people, issued 15 written warnings, 4 tickets, screened three operators for driving under the influence, conducted two consent searches (recovering small amounts of marijuana during both searches) and arrested one person for driving under the influence of alcohol.

The Vermont State Police conducts directed traffic enforcement events in order to reduce motor vehicle crashes and to increase public safety.

On December 29, 2016 the Vergennes Fire Department responded to a 911 call from 1643 Green Street in Waltham.  Mirabai Verner-Lust called to report her house was filled with smoke and on fire.  Upon arrival the fire department found a 2 ft X 2 ft area of carpet had been burned in the living room.  The fire was quickly extinguished and the smoke alarms were equipped with new batteries to alarm the occupants of a fire.  It is unknown, according to the occupant, how this fire may have started.  On December 30, 2016 at approximately 2 PM the Vergennes Fire Department returned to the same residence when a passing motorist noticed fire coming from the front porch area of the house.  Fire Investigators from the Vermont State Police and the Division of Fire Safety responded to determine the origin and cause of the fire.  The fire was determined to have started on the outside porch area of the home, near the front entrance.  Verner-Lust was sleeping when the fire was noticed and called in to 911.  Verner-Lust was transported to Porter Hospital in Middlebury for minor injuries she sustained while escaping from the home.  Damage estimates to the house are not available at this time, but smoke, soot and water damage to the interior are extensive and the house cannot be safely occupied at this time.  Anyone having any information regarding this fire is asked to contact Detective Sergeant Todd Ambroz of the Vermont State Police at 878-7111 or any member of the Vergennes Police Department.  The Vermont Arson Tip Award Program (VATAP) also offers an award of up to $5000 for information which leads to the arrest of the person(s) who are involved in an arson fire – 1-800-322-7766.

SUMMARY OF INCIDENT:

 

On 12/30/2016 at approximately 1457 hours, Vermont 911 was contacted by the victim's mother who reported finding him deceased inside a camper he owned and lived in, on property he owned on Sherman Hollow Road in Huntington, Vermont. Upon arrival, Richmond Rescue and State Police Detectives were able to determine that the victim had likely died of injuries related to a fire which broke out inside the camper on an earlier date, possibly several days prior. The fire had apparently self-extinguished before spreading to the outside and the camper. The camper remained completely intact aside from damage to the interior. State Police Arson Investigators and State Fire Marshall's responded to the scene to assist with the investigation. At this time the death does not appear suspicious. It appears that a wood stove inside the camper may have been the source of the fire. The victim's body was transported to the Office of Chief Medical Examiner for autopsy.

Harney was taken into custody, shortly after, for having a criminally suspended driver’s license and transported to the State Police Barracks for processing. Harney was later released.

                On December 23rd, 2016 at approximately 0454 hrs, VSP responded to an unattended MV Crash on Frontage Rd in Highgate. After an investigation it was determined Lafar was operating the vehicle at the time of the crash. DMV records confirm he was operating under Criminal Suspension. On December 30th, 2016 Lafar was located and cited to appear in VT Superior Court on January 23rd, 2017 for Criminal DLS.

SUMMARY OF CRASH:

On December 30, 2016 at approximately 12:33 hours the Vermont State Police investigated a motor vehicle crash in the area of VT RT 22A at the intersection with VT RT 125 in the Town of Bridport. Investigation revealed that vehicle #1 operated by, Welch, had collided into the rear of vehicle #2, operated by Kleptz, on VT RT 22A south bound near the intersection with VT RT 125. Vehicle #2 had come to a complete stop on VT RT 22A in the south bound lane for a vehicle in front of him that had stopped for a vehicle signaling to make a left hand turn onto VT RT 125. Operator #1 had been travelling south bound at approximately 40 miles per hour and was unable to avoid colliding into the rear of vehicle #2. Vehicle #1 subsequently travelled off the southbound travelled portion of VT RT 22A after the collision with vehicle #2. Vehicle #1 struck a cable wire on a utility pole and collided with a tree. Both operators and a passenger in vehicle #1 were uninjured in the collision. All people involved had been wearing seat belts at the time of the collision. The Vermont State Police were assisted on scene by Middlebury Rescue and Bridport Fire Department.

SUMMARY OF INCIDENT:

                On 12/15/16, The Vermont State Police, Bureau of Criminal Investigations

had received a report from Vermont Adult Protective Services Investigator Walter

Decker in reference to Financial Exploitation of a Vulnerable Adult. Within

Investigator Decker's report, he alleged that a Susan Tanner had gained access

to her Step Father Bacil Anderson's checking account to help Bacil pay his

bills. While she had access to the account, Susan had also written checks and

had automatic payments deducted from the account to pay for her own things

without Bacil's knowledge.

                A subsequent investigation was conducted by the Vermont State Police

which probable cause was found that Susan had taken moneys from Bacil's account

for financial gain to pay for personal expenses in excess of the $500.00 felony

threshold for the Statute of Financial Exploitation of a Vulnerable Adult, a

violation of Title 13 VSA Section 1380(c). Susan was fingerprinted and

photographed at the St. Albans State Police Barracks. She was released with a

citation to appear before the Franklin County Superior Court, Criminal Division.

On Thursday, December 29, 2016, at approximately 2020 hours, Vermont State Police from the Westminster barracks responded to a reported domestic assault that occurred at a single family residence in Guilford, Vermont. Through investigation it was determined that Joshua Lamoureux was the aggressor. He was charged with a count of 1st Degree Aggravated Domestic Assault (felony) and one count of Domestic Assault (misdemeanor).   Lamoureux is scheduled to appear in Windham County Superior Court Criminal Division on Friday, December 30, 2016 at 1230 hours.
