SUMMARY OF INCIDENT:

On the aforementioned date and time, the Vermont State Police responded to 4826
Memorial Dr in the town of St Johnsbury, VT for a reported suspicious vehicle
parked on the lawn. It should be noted, prior to this incident, the suspicious
vehicle was called in as possibly being operated by an intoxicated driver and
was reported to have been driven across the center line, into oncoming traffic
before being found on the lawn. Upon further investigation the operator of the
vehicle, Ceara Concannon was determined to be under the influence of narcotics
and was taken into custody. After being taken into custody, Concannon became
combative and began attempting to kick out the windshield of a State Police
cruiser and ultimately caused damage to the dash board of the cruiser. Concannon
also became combative after being processed and kicked a State Trooper in the
chest prior to being lodged at Northeast Regional Correctional Facility for
DETOX. It should be noted, during her arrest processing, Concannon was found to
be in possession of five empty suspected heroin baggies, two pipes used to smoke
Crack Cocaine, as well as hyperemic needles and other narcotic paraphernalia.

Concannon was later released on a criminal citation to appear in Caledonia
Criminal Court, on 12/19/2016, at 0830 hours, to answer the aforementioned
charges.
