SUMMARY OF CRASH:

 

On the early morning of 10-21-16, State Police were dispatched to a report of a two vehicle crash on U.S. Route 2 in the town of Kirby, VT. Upon arrival, Troopers made contact with both operators who were identified as Cathan Colby (20) and Stephen Armstrong (49). Investigation revealed that Colby was traveling east on U.S. Route 2 when his vehicle crossed over the center line into the westbound lane of travel. Colby's vehicle then continued off the north shoulder of the road, went up an embankment and came to a position of uncontrolled rest in the westbound lane of travel. Armstrong was traveling west on U.S. Route 2,

swerved to avoid colliding with Colby's vehicle, however, the rear passenger side of the tractor made contact with the front end of Colby's vehicle. Investigation revealed that Colby was operating a motor vehicle under the influence of alcohol. Colby agreed to provide a preliminary sample of his breath which revealed a Breath Alcohol Concentration (BrAC) of .201%. Colby was transported to the Northeastern Vermont Regional Hospital for minor injuries. Once Colby was medically cleared from the hospital he was taken into custody and processed for DUI. Colby was issued a citation to appear in Caledonia Criminal Court on 11-7-16 at 0830 hours. Members from Vermont Department of Motor Vehicles, CALEX Rescue and St. Johnsbury Fire Department assisted at the scene.
