SUMMARY OF INCIDENT:

On October 1, 2016 at approximately 1727 hours the Vermont State Police, St.
Albans Barracks assisted the US Border Patrol with a drug seizure at the US Port
Of Entry in the town of Highgate.  US Border Patrol Agents seized Xanax pills
and marijuana from Louis Garcia after he was denied access to cross into Canada.

Garcia was released and issued a citation to appear before the Franklin County
Superior Court on October 4, 2016 at 1100 hours to answer the charge of
Possession of a Regulated Drug.  Garcia was also issued a civil complaint for
the possession of marijuana.
