SUMMARY OF INCIDENT:
On October 7, 2016 at approximately 0745 hours, a Trooper from the Vermont State Police Westminster Barracks witnessed a two-car motor vehicle crash on Route 103 in East Wallingford. Troopers from the Rutland and Westminster Barracks responded to the scene and so did Ludlow Police.
Preliminary investigation revealed that Operator # 1 (Kevin J. Scully) was traveling south on VT Route 103 near VT RT 155 in Wallingford, VT while Operator #2 (Douglas Drake), a motorcyclist, was also traveling south on the same road. Operator #2 was stationary in a line of traffic behind a stopped school bus with flashing red lights. Upon the school bus turning off its flashing red lights Scully proceeded forward running into the rear of Drake's motorcycle. Drake was knocked off his motorcycle which subsequently rolled onto his foot trapping him for a short period. Drake's injures were very minor and he was able to drive away. Scully's vehicle was towed as it was not properly registered. Operator #1 (Scully) was found at fault for the crash.
During the crash investigation Scully was found to be in possession of regulated narcotic drugs, without a valid prescription.
While investigating this crash, Troopers were notified by Rutland City Police Department that approximately 1 hour ago, Scully had been in a previous motor vehicle crash in Rutland City.
Scully was subsequently arrested and processed at the Rutland Barracks for Negligent Operation and Possession of a Regulated Narcotic Drug. Scully was issued a citation to appear at Vermont Superior Court, Criminal Division to answer to the above charges.
